Israel Ends Agreement with UNRWA, Halting Cooperation with Palestinian Refugee Agency
Israel has officially notified the United Nations (UN) that it is canceling the agreement with the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). This organization has regulated relations with Israel since 1967. The announcement came from Israel’s foreign ministry on Monday.
Legislation Against UNRWA
Last month, the Israeli parliament passed a law that bans UNRWA from operating in Israel. The law also prohibits Israeli authorities from cooperating with the agency. UNRWA provides essential aid and educational services to millions of Palestinians in the occupied West Bank and Gaza Strip.
Israel has criticized UNRWA for years. The agency was established after the 1948 war that followed Israel’s creation. Israel accuses UNRWA of bias against the country. It claims that the agency perpetuates the conflict by maintaining Palestinians in a permanent refugee status.

Accusations of Hamas Infiltration
Since the onset of the Gaza war in October 2023, Israel has intensified its criticism of UNRWA. The Israeli government alleges that Hamas has infiltrated the organization. It claims that some UNRWA staff participated in the October 7 attacks on Israel.
This legislation has raised concerns within the UN and among Israel’s Western allies. Many fear it will worsen the already dire humanitarian situation in Gaza, where Israel has been engaged in conflict with Hamas for over a year. Notably, the ban does not extend to UNRWA’s operations in the Palestinian territories.
Response from Israeli Officials
Israel’s UN Ambassador, Danny Danon, stated that despite the evidence provided to the UN regarding Hamas infiltration, the organization failed to take action. He emphasized the seriousness of the situation and the perceived inaction of the UN.
The legislation does not outright ban UNRWA’s operations in the West Bank and Gaza, which are considered under Israeli occupation but outside the state of Israel. However, it will significantly hinder UNRWA’s ability to operate effectively in these areas.
Impact on Humanitarian Efforts
Aid groups and many of Israel’s partners are deeply concerned about the implications of this decision. The Israeli foreign ministry announced plans to expand the activities of other international organizations. Preparations are underway to sever ties with UNRWA and promote alternatives to its services.
This development comes at a critical time. Gaza faces a humanitarian crisis exacerbated by ongoing conflict. The cancellation of the agreement and the new legislation may further complicate efforts to provide essential services to Palestinians.
