ECP Fines Jamaat-e-Islami’s Hafiz Naeemur Rehman for Code Violation

KARACHI: The Election Commission of Pakistan (ECP) imposed a fine on Jamaat-e-Islami (JI) Ameer Hafiz Naeemur Rehman on Thursday for violating the election code of conduct.

Violation of Election Guidelines

Hafiz Naeem, who is also the UC Chairman of North Nazimabad’s UC No.08, was found guilty of participating in a political event ahead of the local government by-election in Gulberg, Karachi. The event, called the “Bano Qabil” gathering, was held on November 1, violating the ECP’s ban on large gatherings before the by-election.

ECP’s Directive and Fine

District monitoring officer Muhammad Saleem Abbasi had issued a notice to Hafiz Naeem on November 6. The notice required him to appear before the ECP or submit a response through his counsel. While Hafiz Naeem submitted a reply, the ECP was not satisfied with his justification for attending the event. As a result, the ECP imposed a fine of Rs 10,000 on him, along with Gulberg Town Chairman Nusratullah and UC Chairman Farooq Naimatullah, who were also found in violation of the code.

Event Violation Details

The ECP’s notice specifically cited the ban on large gatherings and political events ahead of the local government by-election. The “Bano Qabil” gathering held in Gulberg was deemed to have breached the electoral guidelines.

ECP Finalizes Plan for By-Elections in Sindh

Meanwhile, the ECP has finalized preparations for the local government by-elections in 26 districts of Sindh, scheduled for November 14. These districts include Jacobabad, Shikarpur, Larkana, Ghotki, Sukkur, and Karachi, among others.

Election Monitoring and Control Centres

To ensure smooth and fair elections, the ECP has set up a three-tier Election Monitoring and Control Centre (EMCC) system. The EMCCs will be established at the provincial, divisional, and district levels to address complaints from candidates and the public.

An ECP official confirmed that all EMCCs would be activated 24 hours before the elections and will remain operational until the final results are announced. This initiative aims to provide transparency and resolve any election-related issues promptly.
