FBR Launches Fee-Less Customs Assessment System in Karachi

The Federal Board of Revenue (FBR) has introduced a Fee-Less Customs Assessment (FCA) system to modernize customs operations in Karachi. Effective from December 15, Secondly this new system aims to enhance transparency, reduce clearance times, and improve overall efficiency at Karachi’s Appraisal Collectorates.

Centralized Assessment Process

Under the FCA system, all import declarations filed at Karachi’s appraisal collectorates will now be routed to the newly established Central Appraisal Unit (CAU).

However, by ensuring uniformity, the FBR aims to address inefficiencies and curb corruption in the Customs Department.

The implementation of the Fee-Less Customs Assessment system offers several key benefits:

  • Reduced Clearance Times: The system is designed to speed up the customs clearance process, minimizing delays for importers.
  • Improved Transparency: By centralizing assessments, the system eliminates room for arbitrary decision-making and ensures a fair evaluation of import declarations.
  • Enhanced Efficiency: Centralized appraisal and automation will lead to a more efficient workflow, benefiting businesses and traders.

Nationwide Expansion

Following the successful launch in Karachi, the FBR plans to roll out the FCA system to other ports and border stations across Pakistan. The reforms also include the potential relocation of appraisal functions outside collectorates to further enhance operational efficiency.

Accountability and Incentives for Customs Officers

To ensure the system’s success, 55 officers have been appointed to the CAU. The FBR has introduced a performance-based incentive program to promote accountability.

Reforms for Customs Clearing Agents

In addition to transforming customs appraisal, the FBR has also restructured the quality and licensing system for customs clearing agents. In conclusion A new point-based system will now evaluate agents based on their performance.

  • Positive Performance: Agents submitting accurate and honest declarations will earn points, improving their profiles and standing.
  • Penalties for Errors: Agents responsible for incorrect or substandard declarations will lose points. Repeated poor performance could lead to license revocation.
