The Federal Board of Revenue (FBR) will launch the Faceless Customs Assessment (FCA) system in Karachi on Sunday. The move is part of the FBR’s transformation plan approved by the prime minister.
Centralized Assessment Begins
From 12 am onwards, all import goods declarations filed at Karachi’s Appraisement Collectorates will be assessed by the newly established Central Appraising Unit (CAU). This unit is located at the South Asia Pakistan Terminal in Karachi.

The FCA system aims to overhaul the Customs department by promoting transparency and efficiency. It will streamline trade processes by reducing clearance times and enhancing assessment accuracy.
Nationwide Rollout Planned
After its debut in Karachi, the FCA system will expand to upcountry ports and border stations. The appraisement function of Customs will also shift out of local Customs Collectorates, marking a significant operational change.
