The Lahore High Court (LHC) has taken a significant step to combat smog by linking the registration of new schools with a mandatory school bus policy. This decision comes as part of a broader effort to address environmental challenges and improve transportation systems for students. Justice Shahid Karim emphasized the importance of implementing sustainable measures during a hearing focused on anti-smog initiatives.

Court Highlights Non-Compliance with School Bus Policy

Justice Shahid Karim expressed concern over the lack of action on an earlier judicial order requiring schools to provide bus transportation for 50% of their students. He questioned why this directive had not been implemented and criticized the Secretary of Schools for failing to comply with the court’s instructions.

“Schools must adopt a mandatory bus policy,” Justice Karim stated firmly, adding that new schools would not be registered unless they adhered to this rule. He also announced that teams had been formed to ensure buses met fitness standards, and a comprehensive policy report on the matter was requested by December 30.

Mandatory Policy to Address Smog and Transportation Issues

The LHC’s decision is seen as a proactive move to reduce traffic congestion and vehicle emissions, both of which contribute to smog. By ensuring schools provide buses, the court aims to minimize the number of private vehicles used for student transportation, thereby reducing air pollution.

Justice Karim further ordered that a strict mechanism be put in place to monitor compliance with the new school bus policy. Schools that fail to meet the requirements will face delays or denials in their registration processes.

During the same hearing, the court also addressed other initiatives to tackle environmental issues. A Judicial Commission member highlighted delays in the Water and Sanitation Agency’s (WASA) water meter project. The WASA representative cited financial challenges with a Chinese company as the reason for the delay. Justice Karim urged immediate action, warning that the smog crisis could worsen in the coming months if such projects are not expedited.

The court emphasized that delays in essential infrastructure projects exacerbate environmental challenges. Justice Karim directed relevant authorities to resolve financial issues swiftly and restart the delayed water meter initiative.

The court has given the Secretary of Schools until December 30 to submit a detailed policy report on the implementation of the school bus system.
