FBR Initiates Process for New Cargo Tracking System

This decision follows the discontinuation of services from the previous operator

The Federal Board of Revenue (FBR) has started issuing a new Expression of Interest (EOI) to select companies for advanced cargo tracking and monitoring technologies. This follows the discontinuation of services by the previous operator, which managed the system since 2013.

The FBR said the decision was made after a thorough review and legal procedures. Issues with the old system included outdated technology, technical faults, lack of live satellite tracking, and cyber vulnerabilities. The FBR also noted the previous provider failed to offer real-time tracking, despite charging Rs445 million. The company admitted that its devices could not provide satellite tracking and often sent false alerts.

Interim Measures for Smooth Transition

To minimize disruption during the transition period, the FBR has implemented a series of interim measures to ensure smooth cargo movement. These include the installation of PMD (Pakistan Mobile Devices) devices on vehicles, which will help track cargo more effectively. Additionally, customs escorts will be provided for convoys transporting cargo from arrival ports to their destinations.

The FBR has also put in place selective cargo scanning at both arrival and destination ports to ensure safety. A centralized Customs Control Room, operating 24/7, will monitor cargo movements in real time. Enforcement units have been enhanced to improve surveillance, deter pilferage, and ensure the safety of the goods in transit.

These temporary measures aim to maintain cargo security while the FBR finalizes the process of selecting a new service provider. The FBR is determined to ensure that the transition does not cause any delays in the movement of goods.

New System to Feature Advanced Technology

The FBR emphasized that the requirement for Container Surveillance Devices (CSDs) will remain unchanged under the new system. The new cargo tracking system will integrate state-of-the-art technologies, including the latest GSM and satellite-based tracking systems. These improvements are expected to provide robust and efficient monitoring of cargo movements across the country.

The selection of the new service provider will follow a competitive and transparent bidding process. The FBR is committed to ensuring compliance with the Tracking and Monitoring of Cargo Rules to guarantee that the new system meets the highest standards of security and efficiency.

The FBR’s decision to overhaul the cargo tracking system is expected to significantly improve the overall monitoring process, ensuring better control over cargo movement and enhancing security against potential risks.
