Punjab Assembly Enforces Complete Ban on Kite Flying

The Punjab Assembly passed the amended Kite Flying Prohibition Act 2024 on Tuesday. The law imposes a comprehensive ban on kite flying, manufacturing, and transportation across the province. This decision comes after multiple fatalities caused by sharp kite strings.

Under the new law, individuals caught flying kites face 3 to 5 years in prison, a fine of up to Rs2 million, or both. Those involved in the production or transportation of kites will receive harsher penalties, including 5 to 7 years of imprisonment and fines of up to Rs5 million.

Minors participating in kite flying will be fined Rs50,000 for the first offense and Rs100,000 for a second offense. The law also sets fines ranging from Rs500,000 to Rs5 million for the manufacturing, sale, or transportation of kite-related materials.

These strict measures aim to deter individuals and businesses from engaging in activities that endanger human lives.

Resolution Highlights Rising Concerns

The resolution was moved by Pakistan Muslim League-Nawaz (PML-N) MPA, Hina Parvez Butt. It highlighted the growing danger posed by stray kite strings. The sharp strings have caused several tragic incidents, prompting urgent legislative action.

The resolution also urged the Punjab Assembly to declare kite and string-making non-bailable offenses. It recommended that judges deny bail to those booked under these charges to strengthen enforcement.

Protecting Human Lives

The amended act reflects the government’s commitment to protecting citizens. The comprehensive ban seeks to prevent injuries and fatalities caused by kite flying, which has long been a dangerous pastime in Punjab.

Authorities hope the law will significantly reduce accidents and fatalities caused by sharp kite strings. The public is being urged to comply with the legislation to avoid severe penalties.
