
Islamabad, February 19, 2025: Malaysia’s Communications and Multimedia Commission (MCMC) has applauded Pakistan’s Universal Service Fund (USF) for its pivotal role in bridging the digital divide in rural areas. CEO Ch. Mudassar Naveed highlighted the USF’s progress in digital connectivity through 161 projects, providing broadband services and improving the lives of over 37 million people.
Strengthening Digital Connectivity
During a visit to the USF Head Office in Islamabad, a high-level MCMC delegation praised Pakistan’s achievements in digital inclusivity. Led by Ms. Malini Ramalingam, the delegation included representatives from Malaysia’s Universal Service Provision (USP) initiative, the MCMC Academy, and various tech companies like VIASAT, PETRONAS, and ZTE.
USF CEO Ch. Mudassar Naveed welcomed the delegation and emphasized the importance of expanding broadband access to underserved areas. “Service providers often prioritize commercially viable regions, leaving rural areas behind. USF is closing this gap by connecting unserved communities,” Naveed said. He underscored the social implications of the digital divide and the importance of promoting nationwide digital inclusivity.

USF’s Major Achievements
Under the leadership of the Ministry of IT and Telecom and aligned with the Prime Minister’s Digital Pakistan Vision, USF has completed 161 broadband and Optical Fiber Cable (OFC) projects. These projects unlocked PKR 136 billion in subsidies, resulting in the installation of over 4,000 telecom sites. High-speed mobile broadband services now reach more than 21,500 previously unserved Mauzas, directly benefiting millions.
USF also laid 16,500 km of OFC across Pakistan, providing connectivity to over 950 towns and union councils. These efforts have paved the way for new opportunities and a more inclusive digital future for rural communities.
Insights from Malaysia’s USP Program
During the visit, Mr. Wan Khairil Reza Bin Wan Kamaludin, Head of USP, shared Malaysia’s success in delivering internet access to rural areas. The USP has installed 1,099 internet centers and 1,661 4G towers to improve telecommunications infrastructure. Malaysia has also focused on new communication towers and upgrading existing ones.
The Malaysian delegation highlighted their efforts to overcome infrastructure challenges and reduce costs for 5G deployment. They also emphasized the importance of public-private partnerships in promoting digital inclusion and supporting Malaysia’s digital transformation.
Exploring 5G and Connectivity
The MCMC delegation participated in a four-day seminar titled “Regulatory Masterclass 5G and Beyond: Shaping the Future of Connectivity.” Organized by the Pakistan Telecommunication Authority (PTA) in collaboration with MCMC, the seminar explored flexible regulatory frameworks for 5G deployment. Discussions centered on promoting innovation, competition, and improved connectivity.
