Shooter Opens Fire from Rooftop, Targets Detainees
The attacker positioned himself on a nearby rooftop around 6:40 a.m. and fired into the ICE field office on North Stemmons Freeway. Bullets pierced the building and struck an unmarked van in the sallyport, where detainees awaited processing.
Three detainees bore the brunt of the assault. No ICE agents were injured. Law enforcement discovered the shooter dead at the scene from a self-inflicted gunshot wound, ending the immediate threat.
DHS Revises Death Toll Amid Confusion
The Department of Homeland Security initially reported two detainees dead and one critically injured. Officials later corrected the statement, confirming one death and two critically injured. ICE Acting Director Todd Lyons called the incident “an attack on ICE law enforcement,” emphasizing the facility’s role in short-term detainee processing.
Evidence Points to Ideological Motive
FBI Director Kash Patel revealed that investigators found an unspent shell casing marked with “ANTI-ICE” and a magazine with similar inscriptions. Patel labeled these as proof of premeditated hatred toward immigration enforcement.
The FBI now investigates the shooting as a domestic terrorism case. Officials noted no prior threats linked to the suspect.
Suspect Identified, Background Under Review
Multiple sources, including CNN and NBC News, identified the shooter as 29-year-old Joshua Jahn, a North Texas resident. Jahn faced a 2015 felony charge for marijuana delivery, but his family said he showed no overt political leanings. Authorities have not officially confirmed his identity, citing the ongoing investigation.
Second Texas ICE Attack This Year
This Dallas shooting marks the second incident at a Texas ICE facility in 2025. Previous attacks included a July ambush in Alvarado, wounding a police officer, and an August bomb threat at the same Dallas site. Officials warned that rhetoric demonizing immigration agents may be fueling these attacks.
The assault comes just two weeks after a gunman fatally shot conservative activist Charlie Kirk in Utah, heightening national concern over politically charged violence.

Former President Donald Trump condemned the shooting on Truth Social, blaming “Deranged Radical Leftists” for creating a hostile environment for law enforcement. He pledged an executive order targeting domestic terrorism networks, building on prior designations of Antifa as a terrorist group.
