Former intelligence chief Faiz Hameed has been placed in military custody, and proceedings for his court martial have begun related to the Top City housing scheme scandal, the army’s media wing announced on Monday.

This marks a historic first in the country, as it is the first time a court martial has been initiated against a former spymaster.

According to a press release from the Inter-Services Public Relations (ISPR), a comprehensive court of inquiry was conducted by the Pakistan Army to verify the complaints lodged against Lt Gen Faiz Hameed (Retd) concerning the Top City case. Following the inquiry, appropriate disciplinary measures have been taken under the Pakistan Army Act.

The ISPR further stated that several violations of the Pakistan Army Act by Lt Gen Faiz Hameed (Retd) post-retirement were confirmed. Consequently, the Field General Court Martial process has commenced, and Lt Gen Hameed is now in military custody.

An inquiry committee was established in April to probe allegations of authority misuse by the former Inter-Services Intelligence (ISI) chief. The committee, formed by the military as a self-accountability measure, is headed by a serving major general and operates under Supreme Court and Defence Ministry directives.

The Supreme Court, in a November 14 order, emphasized that the allegations against Lt Gen Faiz Hameed were of a serious nature and required thorough investigation to prevent damage to the reputation of national institutions.

The Top City housing scheme management accused the former ISI chief General Faiz Hameed of orchestrating a raid on its owner’s offices and residence. In response, the Supreme Court had directed the housing society owner to seek redressal through the relevant authorities.

Former Interior Minister Rana Sanaullah described the action as unprecedented and indicative of the military’s commitment to accountability. Defence Minister Khawaja Asif also commented on Gen Hameed’s controversial past and his alleged involvement in various political events post-retirement.

Former ISI chief General Faiz Hameed had retired early in November 2022 amid controversies, including a high-profile dispute over the ISI chief appointment and allegations of corruption. His name has been linked to various controversies, including the handling of legal proceedings and alleged interference in political matters.

In March 2024, a Rawalpindi court sent Gen Hameed’s brother, Najaf Hameed, to jail over corruption allegations. The ongoing inquiries and the court martial process reflect the serious scrutiny surrounding Gen Hameed’s actions during and after his service.
