New York City cancels Roosevelt Hotel lease, a decision driven by mounting criticism over taxpayer money being used to house asylum seekers. The $220 million agreement, signed with Pakistan International Airlines (PIA), is now officially terminated.

Mayor Justifies Decision

Mayor Eric Adams announced the decision, citing financial concerns and pressure from both the federal government and conservative critics. He emphasized that ending the lease would save the city millions in taxpayer dollars.

The Roosevelt Hotel, which closed in 2020 due to financial losses during the COVID-19 pandemic, reopened in 2023 as a shelter for migrants. The hotel played a crucial role in processing asylum seekers, handling nearly 75% of new arrivals in the city.

Sharp Decline in Migrant Arrivals

At the height of the migrant crisis in 2023, New York City received 4,000 asylum seekers per week. However that number has now dropped to 350. With fewer migrants arriving, city officials saw an opportunity to cut costs by ending the Roosevelt Hotel’s lease.

The hotel housed thousands of migrants across its 1,025 rooms, with an estimated nightly cost of $200 per room. Critics argued that taxpayer money should not be used to fund such expenses, adding pressure on Adams to make budget cuts.

The Roosevelt Hotel’s Complex Ownership

The Roosevelt Hotel, named after Theodore Roosevelt, has a long history. It opened in 1924, serving as a landmark for New York’s elite. Over the years, ownership changed hands multiple times.

In 1979, American real estate developer Paul Milstein leased the hotel to PIA. By 2000, PIA, in partnership with Saudi Prince Faisal bin Khalid, acquired full ownership. Later, PIA took complete control, making it a Pakistani government asset.

Privatization Efforts and Future Plans

In June 2023, the Pakistani government signed a three-year lease with New York City, allowing the hotel to serve as a migrant shelter. However by February 2024, Pakistan’s caretaker government began discussions on a joint venture development plan as part of PIA’s privatization process.

By August 2024, the Privatization Commission Board recommended a joint venture as the best strategy for the hotel’s future. However with the lease now canceled, PIA and Pakistani authorities must reassess their plans for the historic 19-story property.
