The National Assembly (NA) passed significant legislation on Monday, seeking to extend the tenures of the armed services chiefs. Defence Minister Khawaja Asif tabled the bill, proposing to extend the tenure of the Chief of the Army Staff, Chief of the Naval Staff, and Chief of the Air Staff from three to five years.

This decision comes amid discussions on the stability and effectiveness of military leadership in Pakistan. The move aims to ensure continuity in defense strategy and management, especially during challenging times.

Proposal to Increase Supreme Court Judges

In addition to the military bill, the National Assembly also considered judicial reforms. Law Minister Azam Nazeer Tarar presented a separate bill proposing an increase in the number of Supreme Court judges. The bill aims to raise the total number of judges to 34.

“This amendment will increase the number of judges in the Supreme Court up to 34,” Tarar stated. He emphasized that this change is crucial for addressing the backlog of cases currently plaguing the judicial system. The amendment is designed to ensure that the Supreme Court can function more efficiently, allowing for timely justice and the formation of constitutional benches following the 26th amendment.

Rationale Behind the Bills

The bills come at a time when both the military and judiciary face increasing demands for efficiency and effectiveness. The extension of military chiefs’ tenures is seen as a way to maintain stability within the armed forces, which plays a crucial role in Pakistan’s national security framework.

Meanwhile, the proposal to increase the number of Supreme Court judges aims to alleviate the overwhelming case backlog. Currently, the judiciary struggles to manage a high volume of cases, which delays justice for many citizens. By expanding the number of judges, the government hopes to enhance the court’s capacity to address these issues.

Responses from Lawmakers

The passage of these bills has sparked discussions among lawmakers. Supporters argue that extending the tenures of military chiefs provides necessary continuity in defense leadership. They believe this stability is vital for addressing ongoing security challenges faced by the country.

Conversely, some critics raise concerns about the implications of extending military tenures for democratic governance. They worry that prolonged military leadership could impact civil-military relations in the country.

Regarding the judiciary, lawmakers generally support the need for more judges. Many agree that increasing the number of judges can significantly improve the judicial process. However, concerns about the potential for judicial overreach and the need for judicial independence remain points of debate.
