The federal cabinet, chaired by Prime Minister Shehbaz Sharif, has approved the Hajj 2025 Policy, setting guidelines and costs for the upcoming pilgrimage. This policy allows 179,210 Pakistanis to perform Hajj next year and divides the quota evenly between government and private schemes. The cost for pilgrims under the government scheme is projected to range from Rs1,065,000 to Rs1,075,000 per person.
Hajj Quota and Age Restrictions
In the updated policy, only individuals above 12 years are eligible to perform Hajj, according to official statements. Following the cabinet’s approval, applications for Hajj will open with submission deadlines set for November 25. A computerized ballot will select participants under the government scheme, ensuring a transparent selection process.

Special Quota for Hardship Cases and Laborers
To accommodate specific groups, the cabinet allocated 1,000 seats for hardship cases and 300 for low-income workers registered under the Employees Old-Age Benefit Institution (EOBI) or Workers Welfare Fund. This ensures inclusivity and support for financially constrained individuals.
Travel Arrangements and the Road to Makkah Facility
The “Road to Makkah” program will be available at Islamabad and Karachi airports, simplifying travel procedures for pilgrims. Hajj group organizers will sign a service provider agreement with the Ministry of Religious Affairs, and the ministry will monitor compliance to ensure service standards.
Appointment of Group Administrators (Nazims)
The policy introduces a new role of “Nazim” (administrator) for overseeing groups of 100 pilgrims each, drawn from welfare staff. These Nazims will facilitate the journey and address pilgrims’ needs, reinforcing support throughout the pilgrimage.
Increased Compensation for Pilgrims’ Families
The cabinet approved higher compensation for families of deceased pilgrims, doubling the amount from Rs1 million to Rs2 million. Injured pilgrims will also receive Rs1 million, acknowledging the risks involved and prioritizing the welfare of pilgrims’ families.
Digital Hajj Management App for Improved Facilitation
A new Hajj Management App will assist pilgrims by providing essential information and updates, enhancing overall experience and connectivity. The app will also offer training resources, preparing pilgrims for the journey ahead.
Prioritizing Unsuccessful Applicants from Last Year
The federal cabinet recommended that priority be given to applicants who were unsuccessful in the previous year’s balloting. This decision underscores the government’s commitment to ensuring fair access for those who have not yet had the opportunity to perform Hajj.
