On Prime Minister Shehbaz Sharif’s instructions, customs reforms have officially started. A new customs clearance system has been implemented in Karachi from December 15, 2024. This system will expand gradually to border checkpoints across Pakistan.

Faceless Customs Assessment Introduced

The Faceless Customs Assessment System (FAS) aims to reduce clearance time and ensure transparency. The system eliminates direct contact between importers and appraisers at ports and border checkpoints. All declarations filed at the Karachi Appraisement Collectorate will now be directed to a Central Appraising Unit (CAU).

System to Be Rolled Out Nationwide

The FBR confirmed that this pilot project in Karachi will extend to other ports and border stations after its success. Appraisement work will shift outside customs collectorates. The initiative ensures a transparent process and minimizes human intervention in customs clearance.

Point Scoring System for Agents

A point-scoring system for customs clearing agents is also part of the reforms. Agents submitting accurate declarations will earn points, improving their profiles. Agents with lower points may face license cancellations, ensuring accountability and honesty in operations.

Chief Collector Highlights Major Benefits

Chief Collector Customs Appraisement Karachi, Jameel Nasir, highlighted the transformative nature of the reforms. He stated that the new system would minimize direct contact between taxpayers, importers, and customs officials, reducing corruption. The reforms are expected to increase revenue collection and simplify trade processes.

Electronic Handling for Traders

Traders and industrialists will no longer need to visit Customs House. Their cases will be processed electronically through the new system. The FBR has designed this initiative to make customs clearance easier, faster, and more transparent.

Central Appraising Unit (CAU) Operations Begin

The CAU has been established at the South Asia Port Terminal (SAPT) in Karachi. Starting December 15, all Goods Declarations (GDs) submitted after midnight on December 14 will be forwarded to the CAU. The CAU workspace is well-organized and equipped for appraisers and principal appraisers.

55 Officers Appointed

The FBR has appointed 55 officers, including a Deputy Collector (MIS), to oversee the operations at the CAU. These officers will report to SAPT daily at 9:00 AM to ensure smooth implementation of the new system.

Reforms Promote Corporate Environment

Under the new reforms, appraisement functions will adopt a corporate-style environment. Assistant and Deputy Collectors will be deployed to conduct reviews, enhancing efficiency and ensuring accountability. Importers and traders will benefit from streamlined processes and better facilitation.

Nationwide Expansion Planned

Once the Karachi pilot project succeeds, the FBR will implement the system across the country. Ports and border stations nationwide will adopt the faceless system, bringing uniformity to customs operations.

The Faceless Assessment System is part of the FBR’s larger transformation plan. The goal is to modernize customs operations, ensure transparency, and improve revenue collection. Traders and businesses have welcomed these changes, seeing them as a step toward reducing bureaucracy and increasing efficiency.
