The National Assembly approved the National Forensic Agency Bill 2024, a significant step toward strengthening forensic science in Pakistan. Objections Over Punishments Addressed
Pakistan People’s Party (PPP) member Shazia Marri raised concerns about certain provisions in the bill. While acknowledging its importance, she criticized the leniency of penalties for government officials who misuse their authority.
Marri highlighted that the bill imposes imprisonment and a fine of Rs 1 lakh for officials found guilty of misconduct. She argued that this punishment was insufficient and proposed increasing the fine to Rs 5 lakhs.
Additionally, Marri pointed out inconsistencies in the document. She referred to the use of “Prime Minister” in one section and its omission in another, warning that such discrepancies could create legal complications in the future.
Law Minister’s Assurance
In response, Minister for Law Azam Nazir Tarar assured the Assembly that the bill was essential for the advancement of forensic science. He acknowledged Marri’s concerns but emphasized that any minor issues could be revisited and addressed later.
Tarar explained that the bill would establish forensic science facilities in Islamabad, significantly boosting Pakistan’s capacity in evidence-based criminal investigations. His assurance prompted Marri to withdraw her objections, enabling the Assembly to pass the bill smoothly.
Senate Approves Legal Aid and Justice Authority Amendment Bill
On the same day, the Senate passed the Legal Aid and Justice Authority (Amendment) Bill 2024. This bill, introduced by Azam Nazir Tarar, aims to enhance access to free legal services for low-income citizens.
The amendment shifts the administrative control of the Legal Aid and Justice Authority from the Ministry of Human Rights to the Law Ministry. Officials believe this change will streamline the management and delivery of legal aid, making it more effective for the underprivileged.
