PTA Engages with Starlink

Pakistan Telecommunication Authority (PTA) Chairman Major Gen (retd) Hafeezur Rehman confirmed ongoing discussions with Starlink, the satellite internet provider owned by Elon Musk. A PTA spokesperson stated that the Starlink team met with Rehman during the GSMA Mobile World Congress 2025 in Barcelona.

During the meeting, officials explored ways to expand digital access in Pakistan, streamline regulatory processes, and ensure high-speed broadband availability in underserved areas. The PTA chairman emphasized that Starlink must register with the satellite regulatory body before obtaining an operational license.

Regulatory Steps and Government Plans

In January 2025, the federal government announced plans to hire a consultant to help finalize regulations for satellite-based internet services. The move aims to ensure that Pakistan’s policies align with global standards and support the integration of Low Earth Orbit (LEO) satellites into the country’s digital infrastructure.

The Ministry of Information Technology and Telecommunication discussed these regulatory steps in a high-level meeting chaired by Minister of State for IT Shaza Fatima Khawaja. Representatives from SUPARCO, PTA, and the Pakistan Space Activities Regulatory Board participated in the discussions.

The session focused on:

  • Developing a regulatory framework for satellite services
  • Licensing Starlink and other LEO satellites
  • Enhancing internet connectivity nationwide

The IT Ministry reaffirmed its commitment to establishing clear policies that support satellite technology and boost technological advancement in Pakistan.

Starlink’s Progress in Pakistan

Starlink recently registered with the Securities and Exchange Commission of Pakistan (SECP), marking a crucial step toward its entry into the country. The government is now reviewing the technical aspects of its operations.

Elon Musk previously confirmed that Starlink was awaiting Pakistan’s approval to launch. His statement came in response to discussions on social media, where Pakistani users expressed interest in having Starlink’s high-speed, low-latency internet services.
