Russian President Vladimir Putin has suggested placing Ukraine under temporary administration. He believes this could allow new elections and help reach a settlement in the ongoing war. Russian news agencies reported his comments early Friday.
Putin made the statement during a visit to Murmansk. He said U.S. President Donald Trump truly wanted peace. His remarks come as Washington attempts to restart talks with both Moscow and Kyiv.
Russia’s invasion of Ukraine in February 2022 has caused massive destruction. Hundreds of thousands have died or suffered injuries. Millions have been displaced, and cities have turned to rubble. The war has also fueled tensions between Moscow and the West.
Legitimacy Concerns in Ukraine
Putin has long questioned Ukraine’s leadership. He claims President Volodymyr Zelenskiy lacks legitimacy after his term officially ended in May 2024.
“In principle, a temporary administration could be introduced in Ukraine under the U.N., the U.S., European countries, and our partners,” Putin said.
He added that such an administration would help hold democratic elections. A legitimate government could then negotiate a peace treaty.

White House, Ukraine Respond
A White House National Security Council spokesperson rejected Putin’s idea. They said Ukraine’s governance follows its constitution and the will of its people. Kyiv has not yet issued an official response.
Meanwhile, European leaders continue their support for Ukraine. France and Britain have pledged to strengthen Kyiv’s army. They also seek to expand a foreign “reassurance force” in case of a truce. However, Moscow firmly rejects the presence of foreign troops in Ukraine.
Zelenskiy Rejects Legitimacy Claims
Zelenskiy has dismissed Putin’s remarks. He stated that Ukraine cannot hold elections under martial law. Conducting polls during wartime is also impractical.
He accused Putin of wanting to prolong the conflict. In recent days, he has repeatedly warned about Russia’s military ambitions.
Trump Proposes Minerals Deal
The Trump administration has pushed for a new minerals deal with Ukraine. Reuters obtained a draft proposal of the agreement.
Trump argues that a minerals deal would give the U.S. a financial interest in Ukraine’s future. He believes this could help secure a peace agreement.
Putin stated that Russia remains focused on its military goals. “We are steadily moving forward,” he said. He added that Russia prefers peaceful solutions but not at its own expense.
Russia’s Military Advances
Three years after launching its invasion, Russia now controls 20% of Ukraine. Moscow has also annexed four regions. Russian forces have reclaimed lost ground after a Ukrainian incursion into Russia’s Kursk region last August.
Putin praised China and India for supporting a diplomatic solution. He also signaled Russia’s willingness to work with North Korea. Western sources claim over 11,000 North Korean troops have joined Russian forces, though Moscow has not confirmed this.
Putin expressed frustration with European leaders. He accused them of acting inconsistently. “They try to lead us around by the nose, but we are used to it,” he said.
