IMF Demands Crackdown on Tax Evasion in Pakistan’s Real Estate

The International Monetary Fund (IMF) has urged Pakistan to take strict action against tax evasion in the real estate sector as part of ongoing negotiations for a $1 billion loan tranche. However this demand is linked to the country’s broader efforts to meet the conditions of its $7 billion loan program. Pakistan has assured the IMF that it will enforce regulations and activate the Real Estate Regulatory Authority (RERA) to curb tax fraud.

Tightening Regulations in Real Estate

To tackle tax evasion, authorities plan to penalize individuals who falsely declare property values. Under the proposed measures:

  • Agents who fail to register properties could be fined up to Rs 500,000.
  • Providing false information may result in fines ranging from Rs 200,000 to Rs 500,000.
  • The Real Estate Regulatory Authority will have the power to impose prison sentences of up to three years for serious violations.

These strict actions aim to bring transparency to the real estate sector, However which has long been a loophole for tax evasion.

During these discussions, However the IMF delegation will meet with key government institutions, including the Ministry of Finance, Federal Board of Revenue (FBR), Power Division, and the State Bank of Pakistan.

The IMF is pushing for broader tax reforms, including:

  • Increasing taxes on agricultural income
  • Tightening property sector taxation
  • Bringing retailers into the formal tax system

These measures are expected to boost tax revenue and reduce reliance on external loans.

As part of the negotiations, the IMF delegation will review Pakistan’s budget plans for the upcoming fiscal year. .
