Sindh Confirms First Dengue Death of 2025

KARACHI: Sindh has reported its first dengue-related death of 2025, as a 24-year-old male patient succumbed to the disease at the Sindh Infectious Diseases Hospital.

Hospital officials confirmed that the patient had been on a ventilator for two days before passing away. His platelet count had dropped to a critically low 32,000, far below the normal range of 150,000 to 450,000, indicating the severity of the infection.

This marks the first officially confirmed dengue fatality in Sindh this year, though health officials caution that the risk of more cases remains — especially with the onset of the monsoon season, when mosquito-borne diseases typically rise.

Karachi Emerges as Dengue Hotspot

So far in 2025, Sindh has recorded 295 dengue cases, with Karachi accounting for nearly 90% of them. A total of 260 cases have been reported in the city, making it the epicentre of dengue activity in the province.

In the month of June 2025 alone, Karachi logged 32 new cases. Meanwhile, the Hyderabad and Shaheed Benazirabad divisions reported zero new cases. The Mirpurkhas and Sukkur divisions recorded just one case each during June.

Looking at the year so far, Hyderabad division has reported 30 cases, Mirpurkhas and Sukkur reported 2 each, and Shaheed Benazirabad only one. This highly localized concentration of cases in Karachi has prompted renewed calls for targeted prevention efforts in the city.

Dengue Cases Drop Sharply Compared to Previous Years

Despite the recent fatality, overall dengue cases in Sindh have dropped significantly compared to previous years.

In 2024, Sindh reported 2,704 cases, while in 2023, the number stood at 2,880. The year 2022 saw a massive spike with 23,274 cases, the highest on record in recent years. For comparison, 6,739 cases were reported in 2021 and 4,318 in 2020.

Health experts believe the decline may be the result of improved vector control efforts, public awareness campaigns, and better healthcare infrastructure. However, they caution that complacency could reverse the trend.

With the monsoon season in full swing, authorities are urging the public to remain alert. The health department recommends eliminating stagnant water sources, using mosquito repellents, and seeking prompt medical care if symptoms like high fever, headaches, or body aches appear.

Sindh health officials continue to monitor the situation closely, especially in urban centres like Karachi. While the numbers may seem encouraging, experts agree — the fight against dengue is far from over.

Govt Seeks Uniform Electricity Tariff Across Pakistan, Including K-Electric Territory

ISLAMABAD: The federal government has formally requested the National Electric Power Regulatory Authority (Nepra) to implement a uniform electricity tariff across Pakistan, covering both state-run Discos and K-Electric’s service areas, starting July 1, 2025.

According to a motion filed by the Power Division, the proposed tariff equalisation will be achieved by incorporating subsidies, surcharges, and inter-disco tariff rationalisation mechanisms. The objective is not to increase revenue for the government but to ensure a consistent power rate nationwide, in line with Section 31(4) of the NEPRA Act.

The motion follows Nepra’s earlier announcement on June 23, 2025, which set a reduced national average tariff of Rs34 per unit for the fiscal year 2025–26, down from Rs35.50 per unit in FY2024–25.

Nepra is set to hold a public hearing on July 1 to discuss the government’s request for tariff uniformity, including its application to K-Electric (KE) — the private utility serving Karachi.

KE Tariff to Be Adjusted with Subsidies and Surcharges

The Power Division clarified that the move to unify tariffs also extends to K-Electric, ensuring KE’s rates align with the uniform national tariff structure through a combination of direct subsidies and cross-subsidies.

To recover KE’s revenue requirements, Nepra has determined a modified uniform variable charge, consistent with the federal government’s subsidy model and policy framework. Once approved, this rate will reflect economic realities and the government’s broader social policies.

The motion also notes that the uniform consumer-end tariff applies even post-privatisation, meaning KE will remain part of the national pricing framework regardless of ownership status.

For implementation, the federal government has asked Nepra to issue a revised tariff schedule for both Discos and KE, effective July 1, 2025, by amending the relevant statutory orders.

Subsidy Allocations Cut Across Power Sector

In a related development, the government has also reduced power sector subsidies by 13% — from Rs1.190 trillion in FY2024–25 to Rs1.036 trillion in FY2025–26.

The Inter-Disco Tariff Differential Subsidy has been trimmed by nearly 10%, now standing at Rs249.136 billion. The government also slashed:

  • Balochistan agri tubewell subsidy to Rs4 billion (from Rs9.5 billion)

  • Merged districts of KP (erstwhile FATA) to Rs40 billion (down from Rs65 billion)

  • AJK subsidy to Rs74 billion (from Rs108 billion)

Meanwhile, allocations for the Pakistan Energy Resolving Fund (PERA) remain unchanged at Rs48 billion, which continues to finance monthly payments to Chinese IPPs under CPEC agreements.

KE’s subsidy has also seen a steep 28% reduction, from Rs174 billion in FY2024–25 to Rs125 billion for FY2025–26. Interestingly, the subsidy for agriculture tubewells in Balochistan under KE has been increased from Rs500 million to Rs1 billion.

Legal Basis and Policy Justification Cited in Motion

In its motion, the Power Division invoked Sections 7 and 31 of the NEPRA Act and Rule 17 of the Rules, stating that the move to enforce a uniform national tariff is both constitutional and policy-driven.

The government emphasized that tariff rationalisation is intended to achieve consistency, not raise federal revenue. The motion has been submitted for Cabinet approval on June 28, 2025, but is being simultaneously sent to Nepra in anticipation of approval to avoid procedural delays.

The motion also includes a request for tariff rationalisation for KE in particular, under Section 31(7), to reflect its revenue needs based on targeted subsidy and economic policy.

If approved, the revised rates will be notified via amendment to SRO No. 575(1)/2019, ensuring full legal and regulatory compliance.

In summary, the government’s push for tariff uniformity signals a policy shift toward centralized electricity pricing, aimed at balancing regional disparities while navigating subsidy cuts and regulatory constraints. Digital Transactions on the Rise

In the high-value segment, the Real-Time Gross Settlement (RTGS) system processed 1.5 million transactions valued at Rs. 347 trillion, highlighting continued demand for secure large-scale transfers.

Ogra Hikes Fixed Gas Charges for Domestic Users by 50% From July 1

Ogra has announced a sharp 50% rise in gas charges for domestic consumers, increasing fixed rates across the board while keeping per-unit tariffs unchanged. The revised pricing structure takes effect from July 1, 2025, and applies nationwide under the fiscal policy for 2025–26.

Revised Fixed Charges

As per the new rates notified by the Oil and Gas Regulatory Authority (Ogra), protected consumers—typically low-income households—will now pay Rs600 in fixed monthly charges, up from Rs400. For non-protected users, the increase is steeper: Rs1,500, up from Rs1,000.

Households in the non-protected category consuming over 1.5 cubic hectometres (hm³) will see their fixed charges rise to Rs3,000, compared to the previous Rs2,000.

Despite these increases, the actual gas tariffs per unit remain unchanged for domestic users, including protected and non-protected categories, tandoors, commercial units, CNG stations, and ice factories.

In response to the devastating Swat flood compensation efforts, the Khyber-Pakhtunkhwa (K-P) government has taken urgent steps following the deadly flash flood that struck near the Mingora Bypass. K-P Chief Secretary Shahab Ali Shah visited the affected region on Saturday to oversee rescue operations and announced financial aid for the families of the deceased.

Relief and Rescue Operations

The flash flood swept away dozens of people who were gathered near the riverbank. So far, 11 bodies have been recovered, and 58 out of 85 stranded individuals have been rescued. Search operations continue as authorities work to locate the remaining victims.

Chief Secretary Shah confirmed a compensation of Rs1.5 million per victim to support bereaved families. He expressed condolences on behalf of the provincial government and reaffirmed their commitment to helping survivors and victims’ families.

Accountability Measures Taken

In a firm response to reported negligence, several government officials, including the district officer of Rescue 1122, were suspended. Shah said an inquiry committee had been formed to investigate the rescue delays and identify institutional failures.

He explained that bad weather and time constraints had delayed helicopter deployment during the critical early hours of the flood. Despite the challenges, rescue teams managed to recover and assist a significant number of affected individuals.

Preventive Steps for the Future

To avoid similar tragedies, the K-P government has banned excavation in the Swat River and launched a crackdown on illegal encroachments along its banks. Additionally, the administration has issued Standard Operating Procedures (SOPs) for tourists visiting the region, aimed at improving safety protocols in vulnerable zones.

Shahab Ali Shah emphasized that stricter regulation and better coordination between departments would be enforced. The government aims to ensure the safety of both residents and visitors amid growing climate-related risks.
