SCO Summit Sparks Citywide Shutdown

Furthermore, authorities have imposed a complete ban on pigeon flying and kite flying within a 3-kilometer radius of Noor Khan Chaklala Airbase to prevent any potential disruptions. Earlier in the day, Prime Minister Shehbaz Sharif revealed that five IPPs had “voluntarily” agreed to cancel their agreements with the federal government. This cancellation is projected to save the government Rs60 billion annually, a significant relief for an economy burdened by high power costs.

Rising Electricity Costs

The rising electricity costs have been a hot political issue. Opposition parties have used public frustration over high tariffs to criticize the government’s energy policies, especially its agreements with IPPs.

In terms of logistics, the Road to Makkah facility will be made available at airports in Islamabad, Lahore, and Karachi. Furthermore, women who do not have a mehram (male guardian) will be permitted to perform Hajj under conditions set forth by the Islamic Ideological Council.

ISLAMABAD: In a significant ruling, the Supreme Court criticized its previous interpretation of Article 63-A of the Constitution. For instance, it ignored the implications of Article 91(7), which allows a Prime Minister to seek a vote of confidence from the National Assembly. Similarly, Articles 95 and 130(7) pertain to no-confidence votes against Prime Ministers and Chief Ministers, respectively. By disregarding these provisions, the court noted that the majority judgment rendered them redundant.

Chief Justice Critiques Moralistic Language in Legal Judgments

Moreover, the Chief Justice stated that substituting constitutional provisions with personal views is unacceptable. “What a particular judge considers right or wrong is neither the law nor the Constitution,” he stated. While lawmakers may transform moral principles into law, the courts must focus on what is lawful. The judgment critiqued the majority opinion for its use of moralistic language instead of legal terminology. It frequently included terms like “healthy,” “unhealthy,” “vice,” and “menace,” which the court deemed irrelevant to legal reasoning.

The judgment also addressed the majority’s perceived contempt for politicians. Significantly, the court nullified both the short order and the majority judgment. It found them contrary to the Constitution’s explicit language and the decisions of larger benches. The conclusions reached by the judges in the minority were sustained, reinforcing a commitment to constitutional integrity.

Article 63-A

In examining the language of Article 63-A, the court clarified that the word “cease” is used, indicating that a member “shall cease to be a member” due to defection. In contrast, Article 63 refers to “disqualification.” The court noted that these terms are not interchangeable, underscoring a critical distinction in the Constitution.

Furthermore, the majority judgment incorrectly referenced legal precedents from other countries without establishing their relevance to Pakistan’s context. For instance, it cited rulings from the United States, Canada, and the United Kingdom, yet failed to clarify how these apply to local laws concerning defections.

The Reference filed by President Dr. Arif Alvi on March 21, 2024, also raised questions. It did not mention a no-confidence resolution submitted against then-Prime Minister Imran Khan prior to the request for legal opinion. The court criticized the President for framing the issue as a moral rather than a legal question.

Ultimately, the court stated, “Article 63A does not state that the votes of any member should not be counted.” The majority judgment’s interpretation of voting contrary to party directives was flawed and unconstitutional. This decision reaffirmed the fundamental rights of parliamentarians while emphasizing the need for adherence to legal norms over personal beliefs. As a result, the court’s latest ruling reflects a renewed commitment to uphold the democratic principles enshrined in Pakistan’s Constitution.

Unexpected Tornadoes from Hurricane Milton Leave Destruction in Florida

Hurricane Milton’s storm surge wasn’t as destructive as initially feared. However, the tornadoes it triggered surprised many with their intensity, according to Michael Brennan, the Director of the National Hurricane Center.

In an interview with CNN, Brennan noted, “The tornadoes we saw develop yesterday in Milton were really kind of supercharged compared to the typical tornadoes you see in a hurricane environment.” He explained further that the tornadoes were not only more powerful but also more persistent. “They were longer-living. They were more powerful. There were more of them,” he added.

As the storm progressed, approximately 150 tornadoes tore through Florida, leaving destruction in their wake. St. Lucie County was among the hardest-hit areas, where five people tragically lost their lives due to the tornadoes. Unfortunately, the death toll in Milton continues to rise. Alejandro Mayorkas, the U.S. Secretary of Homeland Security, has confirmed that at least 10 people have died as a result of the storm. This includes the five tornado-related deaths in St. Lucie County.

Despite the storm’s passing, danger still lingers. Fallen power lines, scattered debris, and contaminated water pose significant risks to those affected. According to county sheriff Chad Chronister, the boy was pulled from the water by rescue teams just in time. PM Shehbaz Sharif Announces Major Public Relief through IPP Agreements

ISLAMABAD: Prime Minister Shehbaz Sharif revealed a major public relief initiative as five Independent Power Producers (IPPs) voluntarily terminated their contracts. This move aims to reduce electricity tariffs and save billions for both consumers and the national treasury.

Speaking at a federal cabinet meeting, the Prime Minister praised the IPP owners for prioritizing national interests over personal gains. He described this action as “the first drop of rain” in a series of measures to provide relief to the public. The termination of these agreements is expected to benefit electricity consumers by Rs60 billion annually, while saving the national exchequer Rs411 billion in total.

Shehbaz Sharif expressed confidence in the nation’s economic recovery, stating, “By the grace of Allah, the country’s economy is rapidly stabilizing. We have fulfilled our promise to work tirelessly for public relief.”

Reduction in Electricity Costs

In the first phase of this initiative, agreements with five IPPs for purchasing electricity are being canceled. This step will lead to significant savings for both consumers and the national treasury. The Prime Minister further added that the government will gradually review contracts with other IPPs. These future contract terminations are intended to further reduce electricity tariffs and ease the financial burden on the public.

Economic Progress and Lower Inflation

Karachi Gets Relief from Heat as Showers, Hailstorm Hit

KARACHI:The residents of Karachi enjoyed a brief break from the scorching heat on Thursday October 10, 2024. Strong winds and hail hit parts of the port city, accompanied by showers, making the weather pleasant for a while.

Earlier in the day, Karachi was sweltering under intense heat, with temperatures soaring. Suddenly, dark clouds gathered over the city, and it began to rain. Some areas even witnessed hailstorms, adding an unexpected twist to the weather.

The downpour and winds swept through various parts of the city. Areas like Malir, North Karachi, Bufferzone, Gulshan-e-Hadid, Gulistan-e-Johar, and Shah Faisal experienced this welcome change. Similarly, Steel Town, Gulshan-e-Maymar, and Port Qasim also saw rain and winds. Winds in the airport and surrounding areas reached speeds of 40 to 50 kilometers per hour, according to local reports.

Some areas even faced hailstorms. Notably, Johar Block 1, Safoora, and their surrounding areas reported hail along with rain.

Disruptions

However, the rain did cause some disruptions. Several neighborhoods lost electricity after over 150 power feeders were affected by the storm. Areas like Abul Hassan Isfahani Road, Scheme 33, North Karachi, Malir, Model Colony, and Gulshan-e-Hadid were hit with power outages. K-Electric confirmed that the electricity was shut off in certain areas as a safety measure. Restoration efforts are underway, but residents in affected areas may face temporary delays.

Rainfall measurements varied across the city. University Road recorded the highest rainfall at 30.5 mm, while Jinnah Terminal reported 1 mm, and Old Airport measured 6.2 mm of rain.

Sudden Shift in Weather

Chief Meteorologist Sardar Sarfaraz explained the sudden shift in weather. He stated that clouds formed due to intense heat, which could continue to affect parts of the city for another half hour. Northern and northeastern regions of Karachi are expected to feel the impact of these clouds next.

Despite Thursday’s showers, the Pakistan Meteorological Department (PMD) has warned that the heat will persist. The city is expected to face high temperatures for the next four to five days, with the mercury likely to stay between 38°C and 40°C.

Karachi’s residents are advised to stay prepared for more hot weather in the coming days, even though today’s rain brought a momentary cool breeze.
