IMF Approves $7 Billion Bailout for Pakistan with Tough Reforms

ISLAMABAD: The International Monetary Fund (IMF) approved a $7 billion bailout package for Pakistan on Wednesday. This came after Pakistan pledged to reform its agriculture income tax, transfer fiscal responsibilities to the provinces, and limit subsidies.

The Prime Minister’s Office announced that the IMF’s Executive Board had given the green light to a 37-month Extended Fund Facility. This loan, totaling $7 billion, includes an immediate release of nearly $1.1 billion. Notably, this is Pakistan’s 25th IMF program since 1958, and the 6th under the Extended Fund Facility.

According to the Ministry of Finance, Pakistan will pay an interest rate of around 5% on the loan. Prime Minister Shehbaz Sharif emphasized that this will be Pakistan’s last IMF program. He made a similar statement after the approval of the 24th program in 2023.

Shehbaz credited Deputy Prime Minister Ishaq Dar, Army Chief General Asim Munir, and the finance team for securing the bailout. He also stressed that without the cooperation of all provinces, the federal government would struggle to complete this 25th IMF program.

Interestingly, the provincial governments of Sindh and Balochistan ratified agreements to sign the National Fiscal Pact after Pakistan’s staff-level agreement with the IMF on July 12.

However, the IMF approved this bailout without addressing one major issue – the restructuring of Pakistan’s external and domestic debt. In the last fiscal year, debt repayment consumed 81% of Pakistan’s tax revenues.

The IMF program aims to stabilize the economy by consolidating public finances, boosting foreign exchange reserves, and reducing fiscal risks. It also seeks to encourage private sector-led growth by improving the business environment.

To qualify for the program, the government introduced additional taxes of up to Rs1.8 trillion and raised electricity prices by as much as 51%. The government also committed to enhancing transparency within the Sovereign Wealth Fund.

In an unprecedented move, the IMF program extends to provincial budgets and revenues. There are approximately a dozen conditions that directly affect the provinces.

By next Tuesday, the federal and provincial governments will sign a new National Fiscal Pact. This will shift responsibilities for health, education, and infrastructure to provincial governments.

Additionally, by October 30, all provinces will align their agriculture income tax rates with federal personal and corporate tax rates. This will result in a significant increase in agricultural income taxes, which will rise to 45% by January.

All provincial governments have also agreed not to offer new subsidies on electricity or gas. Special Economic Zones or Export Processing Zones will not be established.

Under the IMF conditions, Pakistan will aim for a primary budget surplus of 4.2% of GDP over the next three years. This excludes interest payments, meaning a significant reduction in non-interest expenses and an additional tax burden on existing taxpayers.

Despite these reforms, the program has not fully addressed Pakistan’s debt sustainability. The government will rely on rolling over maturing external debt during the program period.

WHO Warns of Rising Social Media Addiction Among European Teens

The World Health Organization (WHO) warned on Wednesday about a “sharp rise in problematic social media use” among European teens. This increase, WHO said, is harming their mental health.

In addition, WHO’s European branch highlighted that over one in 10 adolescents are at risk of problematic gaming. The health body defines “problematic use” as young people displaying addiction-like symptoms. These symptoms include an inability to control use, neglecting other activities, and facing negative consequences in everyday life due to excessive use.

Hans Kluge, WHO Europe’s director, emphasized the need for action. He stated that immediate and sustained efforts are required to help adolescents manage social media use. Research shows that excessive social media use can lead to depression, bullying, anxiety, and poor academic performance.

According to WHO, 11 percent of adolescents showed signs of problematic social media use in 2022. This represents a rise from seven percent four years earlier. Among girls, 13 percent displayed addiction-like symptoms, compared to nine percent of boys. These findings are based on data from 280,000 adolescents aged 11, 13, and 15 across 44 countries, including Europe, Central Asia, and Canada.

The issue appears more widespread in certain regions. For example, 28 percent of female Romanian teens aged 13 and 15 were affected, compared to just three percent of male Dutch teens.

Gaming addiction also remains a concern. A third of adolescents play online games daily. WHO found that 22 percent of teens play for at least four hours per day. In terms of problematic gaming, 12 percent of the surveyed adolescents were at risk. The problem primarily affects young boys, with 16 percent of boys at risk compared to seven percent of girls.

Natasha Azzopardi-Muscat, Director for Country Health Policies and Systems at WHO Europe, stressed the importance of protecting youth. She urged authorities to help young people navigate the digital landscape safely. She also encouraged equipping youth with the knowledge to make informed decisions about their online activities.

Despite the risks, WHO acknowledged that social media has benefits. For instance, 36 percent of young people report being in constant contact with friends online. Among 15-year-old girls, this number rises to 44 percent. However, Azzopardi-Muscat stressed that young people “should rule social media, and not have social media ruling them.”

WHO Europe called for national governments to take steps to address the problem. They encouraged investment in digital literacy programs within schools and the enhancement of mental health services. Training teachers and healthcare providers to identify problematic digital behavior is also crucial. Furthermore, WHO urged stronger accountability for social media providers.

The WHO report paints a concerning picture of adolescent digital habits. While the digital world connects young people, it also presents serious risks that demand immediate attention.

Suspect in Suicide Attack Plot Speaks Out: ‘I Was Misled

Adeela Khudabaksh, a suspect in an alleged suicide bombing plot, spoke at a press conference held by the Balochistan government in Quetta on Wednesday. The district and provincial administrations, along with law enforcement agencies (LEAs), including the Counter-Terrorism Department, worked closely with the family to locate her.

Khudabaksh, a nurse at Turbat District Headquarters Hospital, described how individuals manipulated her into considering suicide attacks. She expressed deep regret, saying she never thought about the lives she could have endangered, including her own.

She recalled going to the mountains, where she realized her mistake. The conditions were harsh, and the promises made to her were false. Khudabaksh witnessed other young people who were also misled. She referred to a recent incident involving a female suicide bomber, saying that the idea Baloch women willingly carry out these attacks is untrue. She explained that women are blackmailed and taken against their will.

Through tears, Khudabaksh thanked the Balochistan government for saving her. She described herself as a survivor and urged others not to fall prey to manipulators. She also mentioned another girl with her in the mountains but didn’t know her real name due to the use of code names.

FBR Denies Rumors of Mini Budget Amid Tax Collection Efforts

ISLAMABAD: The Federal Board of Revenue (FBR) has denied rumors of introducing a mini budget this fiscal year.
Hamid Ateeq Sarwar, FBR Member Inland Revenue (IR) Policy, confirmed there was no need for a mini budget starting from October 1. He assured that the FBR aims to collect Rs 2,600-2,700 billion in taxes from July to September.

During an informal talk with journalists, Sarwar explained that this target would be achieved through several measures. These include sales tax recovery from gas companies and advance income tax collections from the corporate sector and banks. Additionally, around Rs 50 billion is expected to be collected from income tax returns.

Furthermore, Sarwar mentioned that the FBR, following Prime Minister Shehbaz Sharif’s directive, will focus on preventing tax evasion in certain sectors. This would strengthen the government’s revenue collection and improve overall compliance.

Final Deadline Set for Imran Khan, Bushra Bibi’s Lawyers

The accountability court, hearing the £190 million corruption case, has given a final deadline to the lawyers of Imran Khan and his wife, Bushra Bibi. The court instructed them to cross-examine the National Accountability Bureau (NAB) officer at the next hearing. This session took place inside Adiala Jail. Both Imran Khan and Bushra Bibi were present.

The court adjourned proceedings until Friday. This was because Bushra Bibi’s lawyer, Usman Gul, was absent due to dengue. The defence team requested a delay, explaining Gul’s illness. However, NAB lawyers objected. They argued that Bushra Bibi had four lawyers, any of whom could have done the cross-examination.

Furthermore, NAB lawyers pointed out that the defence team had earlier obtained an order from the Islamabad High Court (IHC) to proceed with the trial. They accused the defence of stalling the case with delays. Even so, the court gave the defence a final chance to cross-examine the NAB officer in the next hearing.

Judge Nasir Javed Rana, who presides over the case, stressed that this would be the last opportunity for the defence. He insisted that the process must move forward without more delays.

NAB prosecutor Sardar Muzaffar Abbasi opposed the adjournment request. He noted that the defence had already submitted 12 letters of attorney. Therefore, there were enough lawyers to continue the case. He also highlighted that the witness, the investigating officer, had appeared in court 23 times without being cross-examined.

This £190 million case involves allegations that Imran Khan, Bushra Bibi, and others misappropriated Rs50 billion, sent by the UK’s National Crime Agency (NCA) to Pakistan. The money was part of a settlement with a property tycoon. NAB claims that Khan and his wife acquired land worth billions in exchange for facilitating the settlement.

On September 18, the Islamabad High Court barred the accountability court from issuing a final judgment. A two-member bench, led by Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb, ordered the trial to continue but paused any final verdict.

On September 7, Imran Khan had filed an acquittal plea, citing a Supreme Court ruling on NAB amendments. However, the accountability court rejected his plea on September 12, after hearing arguments from all sides.

Previously, the defence team had missed a hearing due to commitments in the Lahore High Court. NAB prosecutors accused the defence of using delay tactics to stall the proceedings. The next hearing is crucial as the cross-examination of the final witness must be completed.

All too often, women’s symptoms of heart disease are dismissed. They are told their issues are minor or unrelated to the heart, when in reality they may be experiencing serious cardiovascular problems.

Women’s Voices Overlooked

The experts’ report highlights that women are frequently under-referred for heart treatment. This lack of attention leads to poorer health outcomes and higher death rates. According to the statement, women are also significantly under-represented in CVD research, further limiting their access to proper care.

Professor Vijay Kunadian, the lead author of the statement, emphasized the urgency of this issue. “Heart disease, especially coronary artery disease, is the number one killer of women in the UK and worldwide,” she said. “Yet women’s symptoms are being ignored or misdiagnosed, even when they may be suffering from a heart problem.”

Kunadian also noted that global data consistently shows that women are receiving less treatment for heart disease than men. This discrepancy leads to higher death rates for women after heart attacks.

Call for Change

Kunadian stressed that lives are being lost needlessly. “If women received the correct treatment, their lives could be saved,” she said. She urged healthcare providers and the public to stop assuming heart disease is just a men’s condition.

Earth to Capture a Mini-Moon: Asteroid 2024 PT5

Earth is about to gain a temporary companion in space – a mini-moon known as 2024 PT5. This near-Earth asteroid (NEA) will enter Earth’s orbit on 29 September 2024. However, its stay will be brief. The asteroid will orbit Earth for just under two months before it returns to its solar journey.

2024 PT5 is classified as an Arjuna asteroid and measures 11 meters in diameter. That’s roughly the size of two giraffes standing end to end. According to a study published in the Research Notes of the American Astronomical Society, Earth’s gravity will capture the asteroid as it approaches at a low speed.

Despite being Earth’s temporary guest, 2024 PT5 will leave soon after. On 25 November 2024, the asteroid will depart Earth’s orbit and continue its path around the sun. Interestingly, it won’t stray far. It will pass by Earth again on 9 January 2025.

Earth’s Mini-Moons: A Regular Phenomenon

Researchers say Earth regularly captures small near-Earth objects (NEOs) into its orbit. These are known as “temporarily captured flybys” or mini-moons. However, their time with Earth is short. Eventually, these objects are pulled back into their original solar orbits.

Where is 2024 PT5 Now?

At the moment, 2024 PT5 is located in the constellation Draco, visible in the northern sky. It is about 1.9 million miles (3 million kilometers) away from Earth. Despite its proximity, the asteroid is too faint to be seen with the naked eye. Even standard backyard telescopes won’t be enough to catch a glimpse. Only professional astronomers with powerful 30-inch telescopes will be able to view it.

Where Did 2024 PT5 Come From?

Asteroids like 2024 PT5 originate from the Main Asteroid Belt, located between Mars and Jupiter. More specifically, 2024 PT5 belongs to the Arjuna asteroid group, which has an orbit similar to Earth’s around the sun. As it approaches Earth on 29 September, the planet’s gravitational pull will cause it to enter orbit temporarily.

The asteroid was discovered on 7 August 2024 by South Africa’s Asteroid Terrestrial-impact Last Alert System (ATLAS) telescope. This is the same system that recently identified the naked-eye comet A3.

Can We See It?

Unfortunately, the asteroid won’t be visible to the naked eye. Even amateur telescopes and binoculars won’t be powerful enough to spot it. Carlos de la Fuente Marcos, one of the authors of the study on 2024 PT5, said, “The object is too small and dim for typical amateur telescopes.” He added that only professional-grade equipment would be able to track the mini-moon during its brief stay.
