LHC Halts Zaman Park Clashes, Police Await Dawn

ARHORE: The Lahore High Court (LHC) told police on Wednesday to stop working in Lahore’s amid Zaman Park clashes until tomorrow morning. This was because law enforcement had been trying to arrest Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan for nearly 24 hours but hadn’t been able to do so.

Before the LHC told them to, the police had already started leaving the PTI leader’s home because the Pakistan Super League playoffs have moved to the capital of Punjab.

“Police won’t move on Khan’s house until the ongoing Pakistan Super League (PSL) 8 cricket match is over,” sources said police officials said. Shortly after that, police and other security officials were seen leaving Zaman Park.

After the police left, the head of the PTI came out of his house wearing a mask and met the workers, as seen in a video posted on the PTI’s official account.

After the police failed to arrest the PTI chairman earlier today, a large group of Punjab Rangers went to the former prime minister’s home in Zaman Park to carry out court orders.

Geo News says that the police and park rangers went to Zaman Park, where the PTI leader lives. The change happened after police used tear gas to get rid of the PTI workers.

54 police officers, 8 civilians injured

On the other hand, hospital sources told that at least 54 police officers and eight civilians have been hurt in the fights that started yesterday and are still going on.

Overnight, there were many fights between PTI supporters and police, but he stayed in his Zaman Park home and refused to be arrested. In the meantime, the police also arrested people from the PTI.

Throughout the night, angry crowds threw rocks at police and fired tear gas at Khan’s PTI supporters as they fought fierce battles near Khan’s home.

When the hearing started again, Khan’s lawyer, Khawaja Haris, told the judge that they were going to fight the decision made by a district and sessions court in Islamabad on March 13. He also said that the IHC had stopped the trial court’s arrest warrant before.

He also said that the court had told the head of the PTI to show up on March 13, but he was not able to do so.

Justice Farood asked, “Where was he that day?”

The lawyer said he was at home and added that they had told the trial court that the complaint could not be upheld.

“It’s not about putting out another warrant. “The court told him to show up on March 13 or the warrant would be issued again,” the IHC CJ told the court.

Haris then told the judge that the complaint was wrongly filed because the officer who did it didn’t have permission to do so.

Haris said, “According to the law, Election Commission can file a complaint.” He also said that the complaint can be filed by the election commissioner or any other officer.

“In this case, legal requirements were not met. “In this case, the process of getting a warrant is also invalid,” the lawyer said.

IHC CJ said, “It was still important to show up in court.”

The lawyer then told the court that what was happening in Lahore was bad, and that Imran Khan was willing to make a promise and come to court at the next hearing.

“It is very important to treat the courts with respect and honour. “We think it’s very important that the law is the same for everyone,” said the IHC CJ. He also asked what picture was being shown of Pakistan.

“We used to hear that this happened in tribal areas. What are we trying to show the rest of the world by not following the law? the IHC CJ said.

Haris asked, “But where will they keep Imran Khan for four days?”

In the meantime, the advocate general of Islamabad told the court that Haris won’t be charged if the head of the PTI doesn’t show up in court on March 18. He also asked him if he would stop being a lawyer if his client didn’t show up on March 18.

“This is the first time he’s made a promise for someone,” the government lawyer said. He also said that the petitioner should get the help, and that his behaviour was clear to everyone.

The additional attorney general spoke up at this point and said, “A similar promise was made before. Even back then, the high court lifted the warrant, but he did not show up. He also said that the court order had to be carried out.

“Is what’s going on in Lahore right?” asked the judge.

Khan’s lawyer told him that it was wrong.

Then, Justice Farooq said that members of a political party were attacking the police, which he called an attack on the state.

“Police officers are doing their jobs for the state,” the IHC CJ said. He also wanted to know if anyone in the UK could touch a police officer’s uniform.

World Bank Economist Suggests Ways to Fix Pakistan’s Economy

Islamabad: The World Bank has urged Pakistan to end the annual subsidies of Rs340 billion that benefit the wealthy, as Finance Minister Ishaq Dar was unable to provide a clear timeline for the staff level agreement with the International Monetary Fund.

However, the Ministry of Finance believes that Pakistan will remain in the Fund’s program for the short to medium term. During a joint seminar hosted by the World Bank and the Ministry of Finance at a five-star hotel, the finance secretary argued that there was no immediate solution other than implementing the IMF program.

Dar stated that they were close to finalizing the staff-level agreement while speaking at the seminar, which focused on strengthening public financial management to revive economic stability.

During the seminar, some finance ministry officials who were responsible for poor budgeting were present on stage, including those who had a habit of reprinting budget books for the past three years after making mistakes in the first set of published books.

While Finance Minister Ishaq Dar briefly spoke about the staff level agreement, he could not provide a concrete timeline. He acknowledged that the 9th review process had taken longer than expected. When asked if the deal would be announced the following day, he did not confirm it but reiterated that Pakistan was committed to completing the Extended Fund Facility Programme with the IMF.

Earlier in February, Dar had expressed confidence that Pakistan and the IMF would reach a staff level agreement within a few days. However, as of the seminar, the timeline remains uncertain. State Bank of Pakistan Governor Jameel Ahmad had also suggested that Pakistan was close to finalizing the deal, but he did not provide a firm date either.

Dar emphasized that Pakistan will honor all the commitments that the previous government had made. After his speech, the media was asked to vacate the hall.

Pakistan is currently facing a severe economic crisis, and international credit rating agencies have downgraded the country due to high risk of default. During a presentation, Hamed Yaqoob Sheikh, the Secretary Finance, stated that there is no short-term solution other than implementing the IMF programme. He also revealed that Pakistan will be in the IMF programme from short to medium term.

As the current IMF programme will end in June, the Ministry of Finance is considering another IMF programme from short to medium term. The secretary’s presentation also indicated the need for an “economic plan” from medium to long-term to address Pakistan’s financial challenges.

According to the Secretary Finance, Pakistan’s current account deficit is unmanageable, the tax to GDP ratio is low, and the propensity to save in the economy is declining rapidly. He added that the pension bill is getting out of control, and the debt is increasing at an alarming rate. Furthermore, the privatisation programme has not been successful, and the government needs to consider alternatives.

Tobias Haque, the lead economist of the World Bank, believes that to move towards sustainable economic growth, Pakistan must fix its budget. Haque recommends that the government should cut spending that contributes little to growth and development, including the Rs340 billion annual subsidies that primarily benefit the better off. He emphasizes that government expenditures have not contributed much to long-term development and growth in Pakistan.

Lead Economist Recommends Measures to Improve Pakistan’s Economy

Tobias Haque, the lead economist of the World Bank, has questioned how an economy can grow when 70 percent of recurrent expenditures are on rigid items such as pension, subsidies, and interest expenses. The floating ice reflects far more solar radiation back into space than do bare oceans, altering global temperature (SN: 10/14/21). During August, the peak of the sea ice melting season, it has been observed that cyclones exacerbate sea ice loss, hence worsening warming.

Furthermore: Although hurricanes can devastate places further south, boreal vortices can endanger Arctic residents and travellers (SN: 12/11/19). If the storms intensify, “stronger winds pose a risk to sea transportation by generating bigger waves,” adds Vavrus, “and for coastline erosion, which has already become a serious issue throughout most of the Arctic and has prompted some towns to consider migrating inland.”

Farther south, climate change is strengthening storms (SN: 11/11/20). Yet, it is unknown how Arctic cyclones may change as the planet warms. Previous studies indicated that, on average, the core pressures of Arctic cyclones have decreased during the past few decades.

“Lower pressures often cause more violent storms with stronger winds, greater temperature fluctuations, and more rainfall and snowfall,” explains Xiangdong Zhang, an atmospheric scientist at the University of Alaska Fairbanks.

Zhang stated at the meeting that contradictions amongst analyses prevented a clear pattern from emerging. Therefore he and his colleagues compiled a thorough record of Arctic cyclone timing, strength, and length from 1950 to 2021.

In recent decades, Arctic cyclone activity has increased in intensity and frequency. It was documented by Zhang. In the 1950s, pressures in the cores of today’s boreal vortices were approximately 9 millibars higher.

In terms of context, such a shift in atmospheric pressure would be roughly similar to elevating a powerful category 1 storm into category 2 area. And during winters in the North Atlantic Arctic and summers in the Arctic north of Eurasia, the frequency of vortices increased.

According to U.S. Naval Research Laboratory meteorologist Peter Finocchio in Monterey, California, August cyclones are more damaging to sea ice than in the past. He and his colleagues studied northern sea ice and summer cyclones in the 1990s and 2010s.

Warmer water rising from below may have caused a 10 percent average loss in sea ice area following August vortices in the latter decade, compared to a 3 percent average loss in the earlier decade. Resulting in melting the ice pack’s underbelly, and by winds forcing the thinner, more mobile ice about, according to Finocchio.

Spring Storms Are More Dangerous

Climate scientist Chelsea Parker stated that cyclones in the Arctic may continue to intensify. Even during spring due to climate change. This could lead to a problem as the resulting vortices could increase the likelihood of sea ice melting in later summers.

Parker and colleagues simulated spring cyclones under varying climate conditions and discovered peak wind rising from 11 km/h to 60 km/h. They also observed these storms may persist at peak intensity.

The diminishing sea ice cover in the Arctic may fuel these storms, allowing them to penetrate deeper into the region. Parker will research Arctic cyclones in other seasons to grasp their future evolution under climate change. However, it’s unclear how society will cope with the intensifying storms.

BHC Halts Khan’s Non-Bailable Arrest Warrant For 2 Weeks

Balochistan High Court (BHC) issued a two-week stay of execution on the non-bailable arrest warrant for Imran Khan on Friday. The warrant stemmed from Khan’s alleged use of hate speech against state institutions.

The former prime minister’s petition was presided over by Judge Zaheeruddin Kakar. In response to the petition the parties involved were notified. Moreover, their attorneys were instructed to produce the affidavit at the next hearing.

Imran had filed a first information report (FIR) in Quetta, which is why he went to the BHC. It was contended in the petition that the “case against the PTI chairman has been lodged illegally”, seeking the court to “dismiss the case filed in Bijli Road police station of the provincial capital”.

IMF deal uncertainty causes rupee to decline

Govt slashes petrol price by Rs5 per litre

Similarly, after a reduction of Rs15 per litre in the rate of kerosene oil, its price has now been fixed at Rs187.73. These prices will come into effect from 12 am on March 1 and remain in place till March 15.

Additionally, the rupee’s appreciation against the dollar in the last two weeks has helped cut the import price of diesel and petrol, with the average exchange rate dropping by Rs8 for the next review of prices.
