US Calls for Swift End to Israel-Hezbollah War

The United States called on Monday for an end to the Israel-Hezbollah war “as soon as possible.” Washington urged the enforcement of a UN resolution that requires Iran-backed Hezbollah to withdraw from southern Lebanon.

This appeal came as Israeli forces intensified their war in Lebanon, targeting a finance group linked to Hezbollah. They also continued to pound Gaza, a conflict that has lasted more than a year.

US envoy Amos Hochstein, in Beirut, said Washington wants the war in Lebanon to end quickly. He emphasized that tying Lebanon’s future to other regional conflicts is not in the interest of the Lebanese people. He referred to Hezbollah’s demand that any ceasefire in Lebanon must also involve an end to the war in Gaza.

Hochstein also pointed out that UN Security Council Resolution 1701 should be the foundation for a new ceasefire. This resolution ended the 2006 Israel-Hezbollah war, but he said the parties had not fully implemented it.

Resolution 1701 stipulates that only the Lebanese army and the United Nations peacekeeping force (UNIFIL) should be stationed south of Lebanon’s Litani River near the Israeli border. However, Hezbollah remained in southern Lebanon and began launching cross-border strikes into Israel last year in support of Hamas.

US Secretary of State Antony Blinken is set to begin another Middle East tour in Israel on Tuesday. His mission is to push for a ceasefire in Gaza, as concerns of a wider war grow.

Israel, meanwhile, vowed to retaliate for an Iranian missile attack on October 1. This attack followed the killings of top militants, heightening tensions in the region.

On Monday, Israeli police arrested seven Israeli citizens accused of spying for Iranian intelligence. They allegedly gathered information on Israel’s military bases and energy infrastructure.

In Syria, the government reported that an Israeli airstrike killed two civilians in the capital Damascus. The strike hit an embassy district on Monday.

Israel expanded its war from Gaza to Lebanon last month. It aims to secure its northern border and allow displaced residents to return. Lebanon’s health ministry reported that an Israeli strike killed six people, including a child, in Baalbek on Monday.

Israel’s military chief, Lieutenant General Herzi Halevi, said his forces had hit 30 targets linked to Hezbollah’s financial firm Al-Qard Al-Hassan. Israel accuses the firm of funding Hezbollah’s weapons. These strikes marked an escalation in Israel’s war with Hezbollah.

The United Nations Human Rights Office reported that the strikes caused extensive damage to civilian property and infrastructure. Lebanon’s National News Agency said Israeli forces also destroyed houses in Aita al-Shaab, a border village, during heavy clashes.

Hezbollah claimed it fired rockets at Israeli soldiers near the village. After nearly a month of fighting, at least 1,470 people have died in Lebanon, according to Lebanese health ministry figures.

In Gaza, the conflict began after Hamas attacked Israel on October 7 last year, killing 1,206 people. Israel’s retaliatory strikes have killed 42,603 people in Gaza, mostly civilians, according to figures from Gaza’s health ministry. The UN considers these figures reliable.

Officials Confirm a Dozen New Polio Cases in Pakistan

Polio is once again spreading in Pakistan. Officials report that more than 1 million children missed their vaccination doses last month. This situation highlights the ongoing challenges in eradicating one of the world’s most stubborn diseases. In October, Pakistani officials confirmed over a dozen new polio cases.

This brings the total number of infections this year to 39. Last year, the country reported only six cases. At that time, Pakistan seemed on the verge of eliminating the virus.

Ayesha Raza, the Focal Person to the Prime Minister on Polio Eradication, identified low vaccine uptake as the main reason for the recent increase in cases. She noted that around 1 million children missed their polio vaccinations in September. This missed opportunity has compounded a pre-existing immunity gap that grew during the COVID-19 pandemic.

Polio is a highly infectious viral disease that primarily affects children under five. It attacks the nervous system and can cause paralysis, respiratory issues, and even death. The disease spreads mainly through contaminated water or food. Although there is no cure, vaccination can prevent polio. Thanks to immunization campaigns, global polio cases have decreased by over 99% since the 1980s.

According to the World Health Organization (WHO), Pakistan and neighboring Afghanistan are the only countries where polio remains endemic. Recently, the WHO warned of a resurgence of polio in Gaza after more than a year of conflict.

Distrust and Misinformation

In Pakistan, home to over 240 million people, vaccination programs face significant challenges. Historical distrust of foreign healthcare providers hampers efforts. Allegations surfaced that U.S. intelligence used a fake immunization program in Abbottabad to capture Osama bin Laden in 2011. This event heightened fears and skepticism regarding vaccination efforts.

Moreover, religious beliefs and a lack of awareness about polio’s dangers hinder public health initiatives. International NGOs and Pakistani authorities have worked hard to counter misinformation and vaccinate children. However, false information continues to circulate.

Recent cases of polio cluster in Balochistan province, which borders Afghanistan. Local officials report that parents hesitate to vaccinate their children due to prevalent misinformation and distrust of health workers. Many of the children infected had only received partial vaccinations. They did not complete all four required doses, as stated by Raza.

Reported cases are likely to rise further as Pakistan enhances its surveillance efforts. Raza stated, “A lot of work is being done to fill the gaps that we’ve missed in the past.”

The uptick in polio cases coincides with an increase in violent attacks on vaccination clinics. Militants have targeted anti-polio campaigns in Pakistan for decades. Some falsely claim that vaccines serve as a Western conspiracy to sterilize children.

This year, Khyber Pakhtunkhwa province experienced 27 attacks on polio workers, according to a CNN tally confirmed by police sources. In September, armed militants killed a police officer protecting a vaccination site in Bannu. Protests erupted following this incident. Additionally, a police officer and a polio worker were killed in a separate shooting in Bajaur.

Impact of Community Boycotts

Aftab Kakar, a representative for the Emergency Operation Center in Balochistan, highlighted that protests, insecurity, and community boycotts disrupt vaccine campaigns. These issues leave behind children who could sustain virus transmission. Health workers typically mark children’s fingers to indicate vaccination. However, some children have been incorrectly marked as vaccinated when they were not, Kakar noted.

Adar Poonawalla Acquires 50% Stake in Karan Johar’s Dharma

In a significant development, Adar Poonawalla acquired a 50% stake in Karan Johar’s Dharma Productions and Dharmatic Entertainment. Together, these companies form Dharma. Poonawalla’s firm, Serene Entertainment, finalized the deal for ₹1,000 crore. Meanwhile, Karan Johar retained the other 50% ownership and will continue to lead the company’s creative vision as Executive Chairman. Additionally, Apoorva Mehta will serve as Chief Executive Officer. He will work closely with Karan to steer the strategic direction and ensure operational excellence.

Adar Poonawalla expressed enthusiasm about this new partnership. He stated, “I am delighted to have the opportunity to partner with one of the most iconic production houses in our nation, along with my friend Karan Johar.” His excitement underscores the potential he sees in this collaboration. On a significant note, the Senate of Pakistan passed an amendment bill with a two-thirds majority on Sunday. This was swiftly followed by the National Assembly’s approval with an equivalent majority early on Monday morning. This marks a pivotal moment in Pakistan’s legislative history, particularly regarding the judiciary, as it aims to implement comprehensive reforms to enhance the judicial process and ensure a more accountable system.

Previous Attempts and Challenges

Interestingly, this was not the ruling Pakistan Muslim League-Nawaz (PML-N)’s first attempt to introduce these amendments. A previous effort in September failed as the PML-N struggled to garner support from the Jamiat Ulema-i-Islam-Fazl (JUI-F), leading to the legislation not being tabled even with both houses in session.

In response to these setbacks, a special parliamentary committee was established last month, encompassing representatives from all political parties, including the opposition Pakistan Tehreek-e-Insaf (PTI). This committee diligently discussed various proposals over the past few weeks, showcasing a rare instance of collaborative governance.

Mediating Roles and Opposition Concerns

Maulana Fazlur Rehman, the chief of the JUI-F, played a crucial mediating role during these discussions. He addressed opposition concerns about the proposed amendments and alleged intimidation of lawmakers who were supportive of the draft. A particularly contentious issue was the proposed establishment of a Federal Constitutional Court, which the PTI vehemently opposed. Instead, Fazl advocated for the inclusion of a constitutional bench, which has now been incorporated into the act.

While the JUI-F had reached an agreement on a draft with the Pakistan Peoples Party (PPP) earlier this month, the PTI chose to boycott the voting process despite stating that it had “no objections” to the final draft. The initial proposal had suggested 56 amendments, but after extensive negotiations, the number was streamlined to 27 in the version ultimately passed by the National Assembly.

Key Amendments and Their Implications

The newly passed amendments are poised to come into effect immediately, and they encompass various crucial changes. Among these, the most significant adjustments pertain to Article 175A, which governs the appointment of judges to the Supreme Court, high courts, and the Federal Shariat Court (FSC).

Appointment of the Chief Justice of Pakistan (CJP)

One of the landmark changes is the amendment to clause 3 of Article 175A, which alters the appointment process of the Chief Justice of Pakistan. Instead of the president appointing the “most senior judge of the Supreme Court,” the new process will involve a nomination by a Special Parliamentary Committee from among the three most senior judges of the Supreme Court. The committee will then send the nominee’s name to the prime minister, who will forward it to the president for formal appointment.

Furthermore, the earlier provision, which allowed the Judicial Commission of Pakistan (JCP) to forward nominations to an eight-member parliamentary committee, has been amended to ensure that the JCP sends its nominations directly to the prime minister.

In addition, a new clause mandates that the Special Parliamentary Committee shall consist of twelve members, with proportional representation based on party strength in Parliament. The committee must send its nominations within 14 days before the CJP’s retirement, ensuring a more structured and timely appointment process.

Limiting the CJP’s Term

Another significant reform introduced is the limitation of the Chief Justice’s term to a maximum of three years. This amendment to Article 179 stipulates that the CJP shall hold office until they reach 65 years of age, but must retire after three years, even if they have not reached the age limit. This change aims to introduce a sense of accountability and prevent the concentration of power within the judiciary.

Changes to Judicial Powers

The amendments also impact the Supreme Court’s original jurisdiction under Article 184. A new provision states that the Supreme Court shall no longer exercise suo motu powers beyond the content of any application filed under this clause. This is a critical development, as it seeks to regulate the apex court’s authority and prevent overreach.

Additionally, Article 186A has been modified to empower the Supreme Court to transfer cases from high courts to itself or to any other high court, if deemed necessary for the sake of justice.

Conclusion: A Progressive Step Forward

The passage of these amendments is a significant stride toward reforming Pakistan’s judiciary, reflecting a collective commitment from various political factions to enhance judicial accountability and efficiency. While challenges remain, the collaborative efforts of parties like the JUI-F and the PPP, alongside the constructive engagement of the opposition, signal a potential shift towards more inclusive governance. As these amendments come into force, their practical implications will be closely monitored, with the hope that they will lead to a more transparent and responsive judicial system in Pakistan.
