President Zardari approves 26th Constitutional Amendment

The 26th Constitutional Amendment became law today. President Asif Ali Zardari gave his assent. Earlier, both houses of Parliament approved the amendment. The ruling coalition worked hard over the weekend to secure a two-thirds majority. First, the Senate passed the amendment, followed by the National Assembly.

The amendment brings key changes to the judiciary. It removes the Supreme Court’s suo motu powers. Additionally, it limits the Chief Justice of Pakistan’s term to three years. Moreover, the Prime Minister now has the power to appoint the next Chief Justice from the top three senior judges of the Supreme Court.

On Sunday, the Senate passed the bill with a two-thirds majority. Then, during a late-night session, the National Assembly also approved it. This version had 27 clauses, reflecting Senate recommendations. Once passed, Prime Minister Shehbaz Sharif sent the bill to President Zardari for final approval. Consequently, the President gave his assent today.

PTI’s Response

However, the PTI condemned its lawmakers who supported the amendment. The party accused them of betraying their mandate. PTI referred to these members as “conscience sellers” in a post on X. They further labeled them as “seditious” and planned protests outside their homes.

Meanwhile, PTI MNA Zain Qureshi denied voting for the amendment. In a video, he clarified his stance. He stated that he stands firm with the party. He also assured his constituents of his loyalty.

Votes in Senate and NA

Law Minister Azam Nazeer Tarar presented the bill. Subsequently, the Senate approved it with 65 votes. Support came from PPP, PML-N, JUI-F, and other coalition partners. Some senators even voted against party lines.

Likewise, the National Assembly passed the bill with 225 votes. This was just one more than required. Although PTI members walked out in protest, ruling coalition parties and independents supported the bill. Afterward, Prime Minister Shehbaz Sharif congratulated the Parliament. He praised the passage as a “historical achievement.”

ISLAMABAD: Senior PTI leader Asad Qaiser made a statement on Monday. He said that PTI-backed independent candidates betrayed the party. These candidates supported the recent constitutional amendment. According to Qaiser, they also betrayed the party’s founder, Imran Khan.

The government secured 225 votes, just over the required 224, with the help of independent MNAs, including those backed by PTI. Zahoor Qureshi, Aurangzeb Khichi, Usman Ali, and Mubarak Zeb were among the PTI-supported independent MNAs who voted in favor of the amendment. Chaudhry Ilyas of the Pakistan Muslim League-Quaid (PML-Q) also supported the legislation.

The judicial reforms, passed during a late-night parliamentary session, introduced changes to the selection of the Chief Justice of Pakistan. Under the new law, the Chief Justice will now be chosen by a parliamentary committee and will have a fixed three-year term. A constitutional bench will also be formed.

Qaiser expressed his disappointment during a media talk, saying, “Those who voted in favor of the bill have committed treachery against the party and its founder.”

Qaiser also accused the government of bypassing parliamentary rules and procedures while pushing the bill through. “The government did not adhere to proper rules and processes for this bill,” he claimed.

He went on to allege that the proceedings in Parliament were unconstitutional and that Khyber Pakhtunkhwa was not given proper representation in the Senate. “What happened was unconstitutional, and there is no representation of Khyber Pakhtunkhwa in the Senate,” Qaiser added.

The PTI leader condemned the government’s tactics, accusing them of forcibly buying loyalties. “It’s shameful that they think they have done something democratic or legal by forcibly buying loyalties,” he stated.

Qaiser called on the public to take action against what he described as a betrayal. “I hope the nation will raise a strong voice,” he urged, while also reaffirming that PTI would follow Imran Khan’s directives moving forward.

PTI to Continue its Protest

He announced that PTI would continue its protest and intensify efforts. “We will continue our protest and make it even more effective,” Qaiser said.

In closing, Qaiser appealed to the public to boycott the dissident members and assured that PTI would conduct a full inquiry into the matter. “The party will carry out a complete inquiry, and those found guilty will face action,” he concluded.

Parliament Passes 26th Constitutional Amendment with Two-Third Majority

ISLAMABAD: The federal government secured a two-third majority to pass the 26th constitutional amendment in the National Assembly early Monday. This came shortly after the amendment sailed through the Senate.

In the Senate, 65 members voted in favor, while four opposed. In the National Assembly, 225 members supported the amendment, and 12 opposed it.

The 26th amendment introduces key reforms regarding the appointment and tenure of the Chief Justice of Pakistan. It also establishes constitutional benches at the Supreme Court with equal representation from all provinces. Similar benches will be set up at high courts across the country.

The most senior judge of each constitutional bench will serve as its presiding officer.

The amendment limits the Chief Justice’s term to three years. A 12-member parliamentary committee will nominate the new Chief Justice from a panel of the three most senior judges. This committee will include eight members from the National Assembly and four from the Senate. Once the committee selects a nominee, the Prime Minister will forward the name to the President for approval.

In addition, the amendment redefines the role of the Judicial Commission of Pakistan, which will be responsible for appointing Supreme Court judges. The commission will be led by the Chief Justice and include three senior judges, two members each from the National Assembly and Senate, the Federal Law Minister, the Attorney General, and a nominee of the Pakistan Bar Council with at least 15 years of Supreme Court practice.

This commission will also monitor the performance of judges and report concerns to the Supreme Judicial Council.

The amendment further modifies the composition of the Supreme Judicial Council. It will now consist of the Chief Justice of Pakistan, the two most senior judges of the Supreme Court, and the two most senior Chief Justices of the High Courts, ensuring a diverse and balanced judicial system.

One of the major components of the amendment is the eradication of Riba (interest) from Pakistan’s economy by January 1, 2028.

Both houses of Parliament will reconvene tomorrow, with the Senate meeting at 4 p.m. and the National Assembly at 5 p.m.

Halley’s Comet Debris Sparks Orionid Meteor Shower This Week

The famous Halley’s Comet, currently halfway through its 76-year orbit around the sun, won’t be visible until 2061. However, its debris is lighting up Earth’s night sky in the form of the Orionid meteor shower.

The Orionids will peak Sunday night into Monday, offering a stunning celestial display. Sky-gazers can expect to see around 10 to 20 meteors per hour during this time, according to the American Meteor Society. The best viewing time is after midnight when the constellation Orion, the meteor shower’s radiant, is high in the sky.

This meteor shower will be visible from all parts of the world, except Antarctica, where the sun does not set at this time of year, said Robert Lunsford, fireball report coordinator for the American Meteor Society.

Even a few days after the peak, the Orionids will still produce a significant number of meteors. “The Orionids have a flat peak, so if you miss the peak night due to cloudy skies, you’ll still see plenty of activity the night after,” Lunsford explained.

Later in October, the full moon, known as the Hunter’s Moon, will wane, making it easier to observe meteors without interference from bright moonlight. Lunsford recommends looking away from the moon for better visibility of the faint meteors.

What Are Orionids?

The Orionid meteor shower occurs as Earth passes through the debris trail left by Halley’s Comet. This happens twice a year: first in May with the Eta Aquariids and then in October with the Orionids.

As the comet’s particles hit Earth’s atmosphere, they burn up and create bright meteors, known as fireballs if they’re especially large. These fireballs can be brighter than Venus, according to NASA.

How to Watch the Meteor Shower

For the best viewing experience, NASA suggests spending 30 minutes outside beforehand to allow your eyes to adjust to the darkness. The higher the altitude, the clearer the sky will be, and the less moonlight will scatter.

The Orionids will remain active until November 22, so there’s plenty of time to enjoy this celestial show. Lunsford believes the beauty of meteor showers lies in their unpredictability, saying, “No one night is the same — everything has moved a little bit — and no year is the same.”

Newman sustained the injury in the third quarter while defending on an interception return. He was knocked off his feet by Pittsburgh linebacker Patrick Queen, who was blocking during the play. Newman, weighing 297 pounds and standing 6-foot-2, landed on his back and remained motionless for several minutes.

We found that those in the sweet tooth group are 31% more likely to suffer from depression. They also had higher rates of diabetes and heart conditions.”

Senator Zafar also expressed concerns over the bill’s urgency before the CJP’s retirement on October 25. He noted flaws in the draft, particularly confusion over which cases would be heard by constitutional benches.

In response, PPP Senator Sherry Rehman criticized the opposition for not offering any suggestions during the 10 parliamentary committee sessions. She stressed that the reforms were not an attack but a step towards strengthening parliament’s role in judicial appointments. Rehman praised Bilawal Bhutto-Zardari’s efforts in building consensus among political parties for the amendment.
