ECC Approves Supplementary Grants for Defence and Vaccine Prices

ISLAMABAD: The Economic Coordination Committee (ECC) of the cabinet approved significant financial measures on Thursday. This included a supplementary grant of Rs45 billion for defence and a 122 percent increase in the maximum retail price (MRP) of anti-rabies vaccines for public hospitals. The meeting was chaired by Finance Minister Muhammad Aurangzeb.

Several key officials attended the meeting, including ministers for industries and power, and the minister of state for revenue. During the discussions, the Ministry of National Health Services, Regulations, and Coordination highlighted a critical shortage of anti-rabies vaccines at the Federal General Hospital Chak Shahzad in Islamabad.

The National Institute of Health (NIH) in Islamabad produces the vaccine, which was previously priced at Rs891.65. However, the market price of the WHO-approved rabies vaccine reached Rs2,126.40. The non-WHO-approved vaccine sold for Rs1,266.14. To remedy this situation, the ECC approved a proposal to increase the MRP of the NIH-produced rabies vaccine to Rs1,980 per vial (0.5ml per dose). This increase will help the institute cover the costs of imported materials and maintain a sufficient supply for public hospitals.

Additionally, the ECC approved a proposal to enhance the special allowance for Anti-Narcotics Force (ANF) personnel. This allowance, equivalent to 20 daily allowances, aligns ANF compensation with that of other federal law enforcement agencies (LEAs). The meeting revealed that ANF salaries lagged behind those of other LEAs, despite similar job roles and risks. The increased allowance will cost Rs264.744 million, which the current fiscal year’s budget will accommodate.

Grant of Rs 45 billion

Moreover, the ECC sanctioned a supplementary grant of Rs45 billion for various already approved defence projects for the current fiscal year. This decision comes on the heels of approximately Rs60 billion in supplementary grants approved a few weeks ago for Operation Azm-i-Istehkam. These funds are in addition to the annual defence allocation approved in late June.

The meeting also addressed climate change issues. The Ministry of Climate Change and Environmental Coordination proposed a grant of Rs150 million to support Pakistan’s participation in the upcoming COP29 in Baku, Azerbaijan, from November 11-22. The committee recognized Pakistan’s vulnerability to climate change and its active role in the United Nations Framework Convention on Climate Change. COP29 will offer Pakistan a platform to showcase domestic climate actions, such as renewable energy projects, afforestation initiatives, and disaster risk reduction strategies. The country plans to establish a Pakistan Pavilion at the event.

Lastly, the ECC reviewed a proposal from the Ministry of Interprovincial Coordination for a grant of Rs400 million to host the 14th edition of the South Asian Games in Pakistan in April next year. However, the committee deferred the proposal’s approval. They requested the ministry to resubmit the plan with a comprehensive approach, including proper cost estimates and funding strategies through sponsorships, commercial advertising, and government support.

Malaysia to Import Halal Meat and Rice from Pakistan

ISLAMABAD: Malaysian Prime Minister Anwar Ibrahim announced on Thursday that Malaysia will import halal meat and rice from Pakistan. He made this announcement during a joint media conference with Prime Minister Shehbaz Sharif. Their bilateral meeting focused on enhancing cooperation in several key areas, including trade, investment, agriculture, tourism, education, and defense.

“As a result of our discussions, Malaysia has agreed in principle to import 100,000 tonnes of halal meat and basmati rice from Pakistan,” Prime Minister Anwar Ibrahim stated. He added that this agreement would significantly benefit both nations.

Prime Minister Shehbaz highlighted that the export of halal meat alone could generate $200 million annually for Pakistan. This revenue would boost the country’s economy. He assured that they would ensure the highest quality for Malaysian consumers.

A year Israel’s bombardment of Palestine has severely impacted the economy of Gaza, according to the International Monetary Fund (IMF). The IMF reported a nearly 90% drop in Gaza’s Gross Domestic Product (GDP) in the first half of 2024 due to the ongoing bombardment.

IMF communications chief Julie Kozack stated, “Preliminary official estimates indicate an 86% decline in GDP in the first half of 2024 in Gaza.” She added that the situation for Palestine civilian population is dire, facing harsh socioeconomic conditions, a growing humanitarian crisis, and insufficient aid.

Meanwhile, the West Bank is also experiencing economic decline. Kozack reported a 25% drop in GDP in the first half of 2024. She emphasized that the economic outlook, which was already grim, has worsened further due to the ongoing conflict.

Tensions Rise as PTI Prepares for Protest Amid SCO Summit

LAHORE/ISLAMABAD: On the eve of Pakistan Tehreek-e-Insaf’s (PTI) planned march on Islamabad, government officials urged the party to delay its demonstration. The march is set to take place at D-Chowk, but the government requested PTI to postpone for a couple of weeks due to the arrival of foreign dignitaries. The capital will soon host high-profile events, including the Shanghai Cooperation Organization (SCO) summit later this month.

Despite these calls, the PTI seems determined to move forward. If the party refuses to delay, the government has made preparations to block the protest. Nearly 300 containers are in place at entry and exit points of Islamabad. Additionally, around 6,000 police and paramilitary personnel have been deployed across the city.

Security Measures in Islamabad and Lahore

Unlike Islamabad, Lahore will see a different approach. PTI has announced a demonstration at Minar-i-Pakistan on Saturday. Security pickets will be set up to intercept and round up protesters.

Interior Minister Mohsin Naqvi held a press conference in Islamabad. He urged PTI to delay its protest until October 17, arguing that a demonstration during the SCO summit could damage Pakistan’s international reputation. He highlighted the presence of the Malaysian Prime Minister and expected delegations from China and Saudi Arabia. Naqvi warned that anyone caught protesting will face consequences, without leniency.

Jamiat Ulema-e-Islam-Fazl (JUI-F) leader Maulana Fazlur Rehman also called for a postponement. He emphasized that holding protests during foreign dignitaries’ visits would send a negative message. Punjab Governor Saleem Haider Khan echoed these sentiments. He stressed that national dignity should take precedence over political differences.

PTI’s Response

Sources revealed that PTI leader Imran Khan received a message from Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur, asking him to consider delaying the protest. However, Khan responded that the PTI would only delay the protest if the government postponed its planned constitutional amendments until October 25.

Despite the lack of a government response, PTI appears unwilling to back down. Gandapur, who also heads PTI’s KP chapter, declared his intent to reach Islamabad’s D-Chowk. In a video statement, he vowed to continue despite government barricades and police action. He announced that party workers from Peshawar and southern KP would gather at the Peshawar Motorway interchange, while others would meet at the Swabi interchange.

In Swabi, PTI leader Abdul Karim Khan confirmed that workers heading to Islamabad were prepared for tear-gas shelling. They are carrying food, water, and supplies for the protest.

Government’s Efforts to Block the Protest

To prevent protesters from reaching Islamabad, the Peshawar-Islamabad Motorway (M-1) was closed near the Burhan interchange. Additionally, Grand Trunk Road near Hassanabdal was restricted to light vehicles, while heavy traffic was banned. Major transport companies also halted their services, with buses returning to Peshawar.
