The rally had initially been scheduled for August 22 but was postponed after the Islamabad city administration revoked PTI’s no-objection certificate (NOC) and sealed roads into the city. PTI Chairman Barrister Gohar Khan announced that the event was rescheduled for today, following a meeting with PTI founder Imran Khan in Adiala Jail. Gohar confirmed the new date and said all preparations were finalized for the event.

Containers Block Key Roads

In an effort to control the situation and maintain law and order, the authorities have placed containers at several strategic locations in the federal capital. All routes leading to Islamabad’s Red Zone have been sealed, with only authorized individuals allowed access via Margalla Road. Containers have also blocked the road from Chongi No. 26 and the GT Road in Taxila.

Additionally, several main thoroughfares, including the Islamabad Expressway, have been closed at various points. The major intersections of Faizabad, Khanna Pul, and Rawat T Chowk are also blocked, causing significant disruptions for commuters between Islamabad and Rawalpindi. Although alternative routes have been provided, the closures are causing considerable inconvenience for the residents of both cities. Police officers have been stationed along the alternate routes to manage traffic flow.

The district administration has also suspended the metro bus service from Rawalpindi’s Saddar Station to the Pak Secretariat as a precautionary measure during the PTI rally.

Efforts to Prevent Unrest

In an attempt to prevent potential unrest, the LEAs and the district administration have isolated the rally venue from the rest of the capital. The venue itself has been prepared, although rough terrain, sand mounds, and uneven ground have posed challenges for the organizers in setting up the event.

The rally is expected to start this afternoon, with final preparations nearing completion.

New Law Passed to Regulate Public Gatherings

In a significant development ahead of the rally, President Asif Ali Zardari signed into law the “Peaceful Assembly and Public Order Act, 2024.” The new legislation, now officially enacted, grants the district magistrate authority to regulate and ban public gatherings in Islamabad. Violations could result in punishments of up to three years in prison or a fine, with harsher penalties for repeat offenders.

The law enables the district magistrate to impose temporary bans on public assemblies, which can be extended if necessary. Police officers, acting on the magistrate’s orders, can also disperse any gathering deemed likely to disturb public peace.

Following the passage of this law, PTI Chairman Gohar Khan urged the Islamabad administration not to obstruct the rally, noting that PTI had already obtained the necessary NOC from the authorities.

FIA Busts International Human Trafficking Network in Lahore

On the tip-off provided by intelligence agencies, the Federal Investigation Agency (FIA) has dismantled an international human trafficking network operating out of Lahore.

According to the FIA spokesperson, the network lured citizens with false promises of employment abroad and swindled them. The group, caught in Lahore, was producing fake documents at its own printing press. The press was involved in forging documents for several countries.

The FIA further revealed that the arrested network had connections with international human trafficking groups, commonly known as “dunky” networks. The investigation also uncovered the involvement of Indian and Afghan nationals in these criminal activities, exposing an Indian conspiracy aimed at tarnishing Pakistan’s image.

Interior Minister Mohsin Naqvi praised the intelligence agencies and the FIA for their efforts in busting the network. He stated that the successful operation in Lahore marks a significant milestone in the fight against human trafficking.

Naqvi emphasized that more operations of this nature will continue to prevent human trafficking, vowing to go to any lengths to eradicate this crime. He assured that the mafia involved in human trafficking will be dealt with an iron hand.

“No Escape for Imran Khan”, Khawaja Asif Confirms Military Trial

As legal challenges mount for Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan, Defence Minister Khawaja Asif has indicated that a military trial for the former prime minister is becoming increasingly inevitable. Speaking to a private news channel on Saturday, Asif emphasized that the evidence against Khan is pointing towards a military trial, particularly in light of his alleged involvement in the May 9 riots of last year. The riots, which targeted military installations, have placed Khan under severe scrutiny, with legal experts and government officials suggesting that military courts may handle his case.

“Evidence against the PTI founder clearly leads to the likelihood of a military trial,” Asif stated. He added that military trials have occurred in the past and will continue when necessary, especially in cases involving attacks on military institutions. The defence minister’s comments come at a critical time as speculation about Khan’s potential military trial has been growing for months.

Imran Khan Files Petition Against Military Trial

In response to these developments, Khan filed a petition in the Islamabad High Court (IHC), seeking to prevent his trial in a military court. The petition, submitted under Article 199 of the Constitution, aims to halt any such proceedings, citing concerns about the legality and fairness of military trials for civilians. Khan’s fears of facing a military court are tied to accusations of his involvement in the May 9 riots, where several military installations were attacked by protesters.

However, Khan’s petition faced immediate obstacles. The IHC registrar’s office raised objections, noting that the petition did not specify any first information report (FIR) or include any supporting documents. Additionally, the matter of military trials is already under consideration by the Supreme Court, raising further legal complications for Khan’s case.

Despite these challenges, Khan’s legal team remains adamant that the former prime minister should not face a military trial. PTI leaders have consistently denied the possibility of such proceedings against Khan, arguing that the accusations lack merit.

Supreme Court’s Role in Military Trial Debate

The question of civilian trials in military courts has been a contentious issue. In December 2023, the Supreme Court, in a 5:1 majority ruling, suspended an earlier order from October 2023, which had declared civilian trials in military courts unconstitutional. The December verdict, however, allowed military trials to proceed conditionally, pending the Supreme Court’s final ruling on appeals from the federal and provincial governments, as well as the defence ministry.

Khawaja Asif, while commenting on the ongoing legal process, stressed that the investigation into Khan’s involvement in the riots remains confidential. He reiterated that Khan’s protests outside military installations during the May 9 riots raised serious questions. “Why were military installations specifically targeted during these protests?” Asif asked, implying that Khan had directed the attacks.

Asif’s Comments on General Faiz Hamid

Shifting focus, the defence minister also spoke about former Inter-Services Intelligence (ISI) chief Lieutenant General (retd) Faiz Hamid, who has been arrested over allegations of land grabbing. Asif claimed that Hamid had ambitions to become army chief and had approached the Pakistan Muslim League-Nawaz (PML-N) leadership for support. According to Asif, Faiz Hamid had offered guarantees of loyalty in exchange for backing his bid for the top military post.

“General (retd) Faiz was aggrieved by the loss of power, much like Imran Khan,” Asif remarked. He suggested that Faiz’s close relationship with Khan played a role in their mutual political downfall, as both men failed in their attempts to influence the military after losing power.

Asif concluded by stating that both Khan and Faiz tried to take over the country after their political defeat but ultimately failed to generate an internal uprising within the military.

Police Discover Suspicious Bag Near PTI Rally

Police discovered a suspicious bag near the Pakistan Tehreek-e-Insaf (PTI) rally venue in Sangjani, Islamabad, sparking heightened security measures. The authorities found the bag close to the site of PTI’s power show and immediately called in the bomb disposal squad to inspect it. The police have increased security around the area to prevent any potential threats.

PTI aims to display its political strength during today’s rally in Islamabad. The party’s leadership has already visited the venue, ensuring that preparations are complete. The district administration granted conditional approval for the event, allowing it to take place from 4 p.m. to 7 p.m. However, they emphasized that the rally should not disrupt businesses or hinder public movement.

PTI leaders have directed MNAs, MPs, and ticket holders from nearby constituencies to bring at least 500 workers, while those from distant areas are expected to bring 150 workers. PTI leadership has instructed members to travel in convoys from their constituencies instead of gathering directly in Islamabad. Party leaders from Rawalpindi, Murree, Hazara, Attock, Chakwal, and Jhelum are expected to bring additional supporters to the event.

Islamabad’s Red Zone Sealed Off for Rally

In preparation for the rally, Islamabad’s Red Zone has been sealed, with containers blocking all entry and exit points. Only authorized personnel will be allowed access via Margalla Road. Authorities have placed containers in the Sangjani area, blocking GT Road in both directions, and have closed the motorway’s entry point to Islamabad at the 26th toll plaza.

The Khanh Pul area on the expressway has also been blocked, causing significant traffic jams along the Islamabad-Rawat stretch. The expressway from Rawat to Islamabad has been completely closed. Additionally, containers have been placed at Faizabad on Murree Road, sealing off the Faizabad interchange. The route from Rawat T-Chowk to Rawalpindi has also been blocked, further intensifying traffic congestion.

NEPRA Approves Rs1.743 per Unit Hike in Electricity Bills

ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has approved an additional charge of Rs1.743 per unit for electricity consumers, effective from September 2024. This decision allows both state-owned distribution companies (Discos) and K-Electric to recover Rs43.23 billion over the next three months. The recovery will address quarterly adjustments for the fourth quarter (April-June) of the fiscal year 2023-24.

Impact on Consumers

The increase in electricity prices will affect households already burdened by rising energy costs. Both Discos and K-Electric consumers will face higher bills, adding to the financial pressure. The additional charges are expected to cover a range of operational and system costs.

Breakdown of Costs

The largest portion of the recovery, Rs21.253 billion, will go towards capacity charges. These payments ensure that independent power producers (IPPs) maintain the generation capacity, regardless of how much electricity is consumed. Additionally, Rs7.368 billion will be recouped for system usage charges and market operator fees, Rs11.23 billion will cover transmission and distribution (T&D) losses, and Rs3.5 billion will account for variable operation and maintenance charges.

GST Increases the Burden

The imposition of an 18% GST on the total recovery amount will further inflate the burden, adding Rs7.78 billion. As a result, the total amount to be collected from consumers will rise to Rs51 billion. This additional cost will further strain household budgets, especially during a time of economic uncertainty.

Public Hearing and NEPRA’s Decision

A public hearing was held on August 26, led by NEPRA Chairman Waseem Mukhtar. During the hearing, Discos submitted that the adjustments were largely due to lower sales than projected for the quarter. NEPRA noted that certain companies, such as Peshawar Electric Supply Company (Pesco), opted for load shedding instead of drawing the required energy, reducing their capacity charges but also contributing to lower sales.

Although Discos sought to collect Rs1.9 per unit in additional charges, NEPRA approved the lower rate of Rs1.743 per unit.

Rejected Requests and Adjustments

The Central Power Purchasing Agency (CPPA), which acts on behalf of Discos, requested Rs51 million for legal charges in its quarterly adjustment petition. However, NEPRA rejected this request, stating that legal costs are already included in the Market Operation Fee (MOF), for which Rs500 million had been approved earlier for FY2023-24.

Furthermore, NEPRA declined the CPPA’s request to include Rs72.23 million in charges for the Kot Addu Power Company (Kapco) related to a tax differential from 2022. An additional Rs73.18 million charged by CPPA to Discos for the PPIB fee was also not approved, as it is still under separate consideration.
